WAVES- 2025 highlights India’s changing broadcasting, regulatory landscape and future challenges

Mumbai, May 2 (UNI) The changing landscape of the Media and Entertainment (M&E) sector and the need for a regulatory framework were highlighted in breakout sessions organised as part of the WAVES 2025, the global audio-visual and entertainment summit that began in Mumbai yesterday.
The breakout session titled ‘Broadcast Regulation in the Digital Age – Frameworks and Challenges’ featured prominent figures from international and Indian media regulatory bodies.
The panellists included Anil Kumar Lahoti, Chairman, Telecom Regulatory Authority of India (TRAI); Philomena Gnanapragasam, Director, Asia-Pacific Institute for Broadcasting Development (AIBD); Ahmed Nadeem, Secretary General of the Asia-Pacific Broadcasting Union (ABU), and Carolina Lorenzo, Director, International Affairs, Mediaset.
Lahoti presented on Friday, the second day of summit a timeline of the regulatory evolution in India, from the Cable Television Networks (Regulation) Act of 1995 to the digitization of cable TV and now the Telecom Regulatory Authority of India (TRAI)’s current focus on consumer choice and quality of service.
He highlighted TRAI’s efforts to ensure a level playing field and advocated for relaxation of regulations where consumer interests are not compromised.
The panellists discussed the rapid growth of over-the-top (OTT) platforms and the complexity they have created. With India’s digital media market set to reach $9.7 billion by 2024, the need for balanced regulation is paramount. Lahoti highlighted the authority’s proposals on digital radio, simplified network architecture and a national broadcasting policy.
Gnanapragasam highlighted the importance of media literacy alongside regulation. Ahmed Nadeem advocated for a phased implementation of regulation to encourage innovation while ensuring accountability. Carolina Lorenzo, Director of International Affairs, Mediaset, highlighted the emerging challenges of network effects in software and hardware in technologies such as Smart TVs, drawing attention to the European experience on platform accountability.
The session concluded with a consensus on the need for consistent regulation, while protecting consumer interests and reducing regulatory complexity.
