Jammu, Mar 10 (UNI) Jammu and Kashmir Legislative Assembly on Monday witnessed uproar over the civilian killings in the Billawar belt of Kathua and a fashion show at Gulmarg.
The National Conference and Congress MLAs stood up from their seats as soon as the House proceedings started with Question Hour and sought discussion on the killings of civilians in Billawar.
MLA Bani, Rameshwar Singh, who was heckled on Saturday by locals when he wanted to meet the families of civilians killed, tried to storm into the Well of the House but was stopped by the marshals.
The National Conference MLAs also continued with their protests despite directions from the Speaker to refrain from creating disruptions.
MLA Kupwara Mir Muhammad Fayaz demanded strict action against the organisers of the fashion show at Gulmarg.
Pacifying the legislators, the Speaker, Abdul Rahim Rather, said that the House cannot discuss the Billawar killings, stating that the matter falls outside the domain of the Assembly.
He cited Section 32 of the Jammu and Kashmir Reorganisation Act-2019, under which police and public order fall outside the domain of the Assembly.
The Lieutenant Governor has already ordered an inquiry into the matter, he said.
The Speaker further stated that the Chief Minister, Omar Abdullah, has already ordered an inquiry into the fashion show.
"As inquiries are already initiated in both matters, they cannot be discussed in the House,” he added.
Chief Minister Omar Abdullah replied in the House that as many have expressed concern over the Gulmarg fashion show, an inquiry has been initiated into it.
"We understand, religious sentiments are hurt as organising a fashion show was not a wise decision," said the Chief Minister, adding that it was a private event and the government had no role in it.
"Inquiry is already initiated, and a required action will be taken accordingly," he said.
