Nitish launches scheme to provide financial incentives to neera tappers, toddy palm tree owners

Patna, May 8 (UNI) Bihar Chief Minister Nitish Kumar on Thursday launched the 'Mukhya Mantri Neera Sanvardhan Yojana' for providing financial incentives to neera tappers and toddy palm tree owners in Bihar.
The Yojana is aimed to provide much needed relief to neera tappers and toddy palm tree owners.
Neera is the palm juice tapped fresh before sunrise that turns into toddy upon fermentation. Unlike toddy, neera is not banned under Bihar's prohibition policy.
Toddy and the neera business is mostly handled by the Paasi community and they had suffered losses after the sale and tapping of toddy was banned in Bihar, when the state government was declared a complete dry state in April 2016 by enforcing a liquor ban law.
"As per the newly-launched scheme, neera tappers would get financial incentive of Rs 15,600 for tapping neera from a maximum ten toddy palm trees, while tree owners would get Rs 5,885 for maximum ten trees," the Chief Minister said, adding that beneficiaries would be paid proportionately if the number of trees was less than ten.
Incentives would be deposited to bank accounts of beneficiaries through Direct Benefit Transfer (DBT), he stated.
As per assessment, Nalanda district of Bihar has the highest number of toddy palm trees followed by Gaya, Muzaffarpur and Vaishali.
The launching of the neera tapping scheme assumes significance as senior RJD leader Tejashwi Prasad Yadav had recently promised to keep toddy out of the purview of the liquor ban. The promise made by Yadav was greatly appreciated by those who were earlier associated with toddy and had suffered losses after the liquor ban was imposed in Bihar.
Neera is immensely beneficial to health as it contains Calcium, Sodium, Potassium and Phosphorus besides other minerals. When tapped before sunrise from the palm tree, it is called neera but after sunset it ferments, and is called toddy, presently banned after Bihar was declared a dry state.
