Opposition Congress, BJD stall business in Odisha Assembly; House adjourned thrice

Bhubaneswar, Mar 20 (UNI) Both the Congress and the BJD on Thursday created a ruckus inside the Odisha Assembly, forcing Speaker Surama Padhy to adjourn the House thrice during the pre-lunch and post-lunch sessions.
Agitated Congress members stalled the Question Hour in the Assembly, protesting against the rising atrocities against women and demanding better safety measures for women in the state.
The House witnessed chaos as Opposition Congress members stormed into the well of the House during Question Hour, raised slogans, and blew whistles in support of their demands.
Unable to control the situation, Speaker Surama Padhy adjourned the House at 10:45 AM until 12 PM. When the House reconvened at noon, Congress members continued shouting slogans and blowing whistles before staging a noisy walkout.
Following their departure, the House resumed normal proceedings with a debate on an adjournment motion moved by Opposition BJD members.
However, during the post-lunch session, BJD members protested against restrictions imposed on the electronic media, preventing them from recording Assembly proceedings during the Question Hour (10:30 AM to 11:30 AM).
BJD Deputy Leader Prasanna Acharya, rising on a point of order, strongly opposed the restriction, arguing that journalists should have the freedom to cover Assembly proceedings. He criticized the government for creating what he described as an "emergency-like situation."
Other BJD members also stood in protest, raised slogans, and accused the government of suppressing media coverage of the Assembly proceedings.
As tensions escalated, the Deputy Speaker first adjourned the House for ten minutes, from 4:07 PM to 4:17 PM. The House was subsequently adjourned for another 15 minutes, from 4:18 PM to 4:33 PM.
Normalcy was restored when the House reconvened at 4:33 PM to debate the expenditure of the Panchayat and Rural Development Department.
Trouble had begun earlier in the day when the House commenced the Question Hour after adopting an obituary motion on the demise of former Sonepur MLA, Debraj Seth. The House also observed a one-minute silence in his memory.
As soon as Speaker Surama Padhy invited Minister Mukesh Mahaling to respond to a question raised by BJP member Dushmant Naik, Opposition Congress members stormed into the well of the House, shouted slogans, and blew whistles near the Speaker’s podium in an attempt to disrupt the proceedings.
The Speaker urged Congress members to return to their seats and cooperate with the business of the House. She also appealed to them to refrain from blowing whistles inside the well.
However, the Congress members remained adamant and continued their protests. Unable to restore order, the Speaker adjourned the House at 10:46 AM until 12 PM.
When the House reconvened at noon, Congress members once again stormed into the well, blew whistles, and then staged a noisy walkout.
In their absence, the House proceeded with the adjournment motion debate, moved by Opposition BJD members.
The House again witnessed disruptions in the post-lunch session as BJD members stalled proceedings for 25 minutes, protesting the Assembly Secretariat’s restrictions on electronic media coverage of the Question Hour.
