Property tax platform launched in Manipur

Imphal, Apr 24 (UNI) The Manipur Municipality Property Tax Board (MMPTB) achieved a major milestone with the official launch of the Online Property Tax Platform for 26 Municipal Councils across the state on Thursday.

The platform was officially launched today by P.K. Singh, Chief Secretary, who commended the team of MMPTB for their hard work and encouraged proper training for smooth adoption.
He emphasized the importance of capacity building, transparency, and promoting door-to-door services to ensure accessibility. The launching function was held today at the Conference Hall, Manipur Secretariat South Block.
The event also featured a live video interaction with Manpreet Singh, Chief Programme Officer of the National Urban Digital Mission, and a tutorial video on property registration, which was broadcasted as part of the launch ceremony.
This digital rollout marks the culmination of years of strategic planning, collaboration, and dedicated effort from various stakeholders. The initiative reinforces Manipur’s commitment to transparent and efficient urban governance.
A significant step in this journey was the signing of a Memorandum of Understanding (MoU) between the National Institute of Urban Affairs (NIUA) and MMPTB in May 2022. Manipur has now become the first state in India to sign under the National Urban Digital Mission of the Ministry of Housing and Urban Affairs (MoHUA).
The NIUA provided vital financial and technical support throughout the development of the platform. From AN empanelled list of implementing agencies, Deloitte Touche Tohmatsu India LLP was selected to design and implement the system on the UPYOG platform. Since onboarding in June 2023, Deloitte has delivered the project with professionalism and precision.
The newly launched platform offers comprehensive services including Property Registration, Self-Assessment, Tax Payment, and processing of requests for Amalgamation, Separation, and Mutation—all through a single digital interface.
Concerned officers and staff of all Municipal Councils as well as 12 students of Manipur Technical University (MTU) have already completed their training in handling the platform. Moirang is being identified for rolling out as pilot project from next month.
The key features of the platform are Registration of Properties, Official verification and approval process, Payment of Property Tax and besides, there will be analytics of data for various processes.
There are 27 ULBs in the State. 1 ULB is a Municipal Corporation and the other 26 ULBs are Municipal Councils. Under the provisions of Manipur Municipalities Act, 1994, all the municipalities are expected to implement the property tax collection from the current financial year/assessment year 2025-26. As one of the indispensable components of implementation is the online implementation of this property tax. It is very important to develop a convergent web application for the Municipal Councils.
Hence, this web application is developed and launched by Manipur Municipality Property Tax Board. It will cover all 26 Municipal Councils except IMC. It will be helpful in bringing transparency and convenience in property tax payment and ease of access to other municipal services by Municipal Councils and Citizens online.
All efforts have been made by the Government of Manipur to launch an integrated web application for the 26 Municipal Councils in one single platform. Official said the services are now available in the website: www.propertytax.mn.gov.in
