SC sub-categorization is to do justice to SC sub-groups: AP CM

Vijayawada, Mar 20 (UNI) Andhra Pradesh Chief Minister N Chandrababu Naidu reaffirmed his commitment to Scheduled Caste (SC) sub-categorization, ensuring justice for all SC sub-groups.

Speaking in the Assembly on Thursday, he highlighted the Supreme Court’s endorsement and assured that no group would be disadvantaged.
He expressed satisfaction that the long-pending issue, which had been debated since he first assumed office in 1995, was finally addressed under his leadership.

The Chief Minister stated that the sub-categorization has been implemented at the state level based on the 2011 Census and said that after the 2026 Census, it will be considered at the district level.
Naidu reiterated the NDA government’s commitment to uplifting marginalized communities socially, economically, and politically. He also announced that the Assembly’s resolution to include the Budaga Jangam community in the SC category would be sent to the Central government.

Even after 75 years of independence, the need to fight against inequality is unfortunate. Some communities still remain economically, socially, and politically backward.

"To eliminate inequality and poverty, the government issued an order on June 6, 1997, sub-categorising SC reservations into A, B, C, and D groups. This sub-categorisation, approved by then-President K.R. Narayanan on November 30, 1999, led to over 22,000 job opportunities for Madigas and other sub-groups.
However, in November 2004, the Supreme Court ruled that only Parliament had the authority to decide on sub-categorization," Naidu explained.

He recalled that the Usha Mehra Commission, set up by the central government, later confirmed that the categorization implemented between 2000-2004 had yielded positive results. In August 2023, a Supreme Court bench led by Chief JusticeD Y Chandrachud ruled in favour of SC sub-categorisation, he added.

The Chief Minister said that the Supreme Court’s ruling validated his vision for social justice. He praised former Chief Minister N T Rama Rao’s efforts in social justice, highlighting that NTR was the first to build permanent housing for SCs and STs and to establish social welfare schools for them.
