Women in UP to get 1 pc rebate on property registrations up to Rs 1 crore

Lucknow, May 9 (UNI) Chief Minister Yogi Adityanath on Friday directed the officials to ensure uniformity in circle rate determination, especially in areas with similar conditions.

During a review meeting of the Stamp and Registration Department, the CM said that while setting the rates, factors such as development, urbanisation and progress in basic infrastructure should be taken into account so that the general public can directly benefit.

He said that verification of documents and land ownership must be mandatory before registration, as this would help reduce land disputes. He stressed the need to simplify the registration process and make maximum use of technology to save both time and resources.

Women in UP are set to benefit from a major policy change, with CM Yogi proposing a significant hike in the stamp duty concession limit. Currently, women receive a 1 percent discount on stamp duty for property registrations up to Rs 10 lakh.

The CM has directed officials to extend this benefit for registrations up to Rs 1 crore, aiming to strengthen women's participation in the economy and make property ownership more accessible.

Emphasising the importance of minimising land disputes, he directed the officials to ensure mandatory verification of all documents and land ownership details before registration.

Yogi said that simplifying procedures and leveraging technology will make the registration process quicker and more efficient, saving time and effort for citizens.

The meeting revealed that stamp duty revenue in UP has tripled over the last eight years, from Rs 11,000 crore in 2016–17 to over Rs 30,000 crore in 2024–25. The department also registered a year-on-year increase of 11.67 percent in 2024–25.

Circle rates have already been revised in 45 districts, and the process is ongoing in the remaining 30.

Yogi also announced that the maximum fee for dividing and registering ancestral property among family members should be capped at Rs 5,000. "This would apply to property divisions involving a living person and their three preceding generations. The move aims to reduce legal friction within families and offer a more affordable resolution to inheritance issues," he said.

He directed the officials to improve infrastructure at registry offices, ensure sufficient staff and maintain operational CCTV cameras at all times. He emphasised timely completion of construction work with proper quality control.

The CM said that the department has already made significant strides in digitisation. "Citizens can now access services like online stamp creation, property clearance certificates, e-filing of agricultural mortgage deeds, online payment of registration fees and marriage registration through DigiLocker," he said.
