All structures within 56 km radius of Imphal airport need NOC

Imphal, June 24 (UNI) It is mandatory to obtain no-objection certificate (NOC) for height clearance for all buildings and structures, particularly those falling within the red zone of the Colour Coded Zoning Map (CCZM) of the Imphal International Airport and generally for all structures within a radius of 56 km from the Imphal Airport Aerodrome Reference Point (ARP) from the Airport Authority of India (AAI), said the District Magistrate of Imphal West, Mayanglambam Rajkumar, in a notice issued on Tuesday.
In compliance with Bharatiya Vayuyan Adhiniyam, 2024 (the Indian Aircraft Act, 2024), the Aircraft (Demolition of obstructions caused by Building and Trees etc.) Rules, 1994, Ministry of Civil Aviation's notification regarding "Height Restrictions for Safeguarding of Aircraft Operations" - MoCA GSR 751(E) dated September 30, 2015 and DGCA Civil Aviation Requirements, it is mandatory to obtain NoC, he added.
Airport Authority of India has introduced "NoC Application System (NOCAS)", an online system for Height clearance for buildings and structures around civil airports by AAI, accessible at the AAI website, www.aai.aero, or applicants may directly access at https:llnocas2.aai.aero for online submission of NoC application for height clearance.
The details of permissible limits of building heights through an Interactive Map is also available on the Portal, he said.
Any cases of violations pertaining to the height of any existing building, structure or tree or any land within the limits or any other violations arising out of non-compliance of the above requirements, shall be dealt in accordance with the provisions of the Aircraft (Demolition of obstructions caused by Building and Trees etc.) Rules, 1994.
The District Magistrate Imphal earlier had also ordered a ban on use of laser lights around 10 km radius of Imphal International airport. The Airfield Environment Management Committee of the Imphal International Airport took the decision and the areas covered were Mongsangei, Sangaiprou, Ningombam, Malom Tuliyaima, Malom Tulihal, Meitram, Langthabal Lep, Ghari, Taobungkhok, Yarou Bamdiar and Kodompokpi, all of Imphal West.
He said use of laser lights, both laser pointers and laser shows, is prohibited within the radius of 10 km of the lmphal International Airport. This ban is implemented to prevent visual distractions of pilots and ensure flight safety.
Any person/club/organization, if found not complying to the above ban, shall be subjected to fines and legal actions under Bharatiya Nyaya Sanhita (BNS) 2023, the Aircraft Rules 1937 and the Airport Authority of India Act, 1994, it was added.
