Bihar boys rescued from bonded labour get first rehab aid after a year

Bhubaneswar, Oct 25 (UNI) Two minor boys from Bihar, rescued from alleged bonded labour in Odisha’s Hinjilicut in October last year, have received the first instalment of rehabilitation
assistance of Rs 30,000 each from the Ganjam district administration, nearly a year after their rescue.

Aged 12 and 14 at the time, the boys were rescued on October 9, 2025, by a joint team of police, labour officials and the Ganjam Child Helpline. They were allegedly employed at panipuri units run by a Bihar-based vendor and forced to work from 5 am to 10 pm without wages.
According to the complaint, their parents had been lured with promises of monthly wages and paid advances of Rs 3,000 and Rs 5,000. The children were allegedly kept under strict control, beaten for failing to meet sales targets and denied schooling and contact with their families.
The Sub-Collector, Chhatrapur, issued release certificates to the boys on October 14, 2025, formally declaring them freed bonded labourers. A case was registered against the vendor under relevant provisions of the Bharatiya Nyaya Sanhita and laws relating to child labour, juvenile justice and bonded labour.
Child Helpline project coordinator Sobhit Ranjan Sadangi said the assistance was released on October 23, 2026, under the Centre’s bonded labour rehabilitation framework, which provides
for phased assistance of up to Rs 2 lakh, subject to applicable conditions.
The delay has raised concerns over rehabilitation of rescued children. Child rights advocates stress that financial assistance must be accompanied by education, psychosocial support, a safe family environment and sustained monitoring to prevent further exploitation.
The identities of the children have been withheld in accordance with the Juvenile Justice Act.
