Bihar govt to extend financial assistance to youth for internship

Patna, July 1 (UNI) In an important decision, the Bihar government today decided to extend financial support to youths for carrying out “internship” in companies under “Mukhya Mantri Pratigya Yojana”.
Additional Chief Secretary, Cabinet, S. Siddharth told newspersons here that the state cabinet approved “Mukhya Mantri Pratigya Yojana” during the cabinet meeting held during the day.
Describing it as a visionary and innovative initiative of the state government, Siddharth said youths aged between 18 to 28 having either got training under “skill development programme” or those who have passed 12th pass, ITI, Diploma, graduate and post graduate will get financial support for availing internship training.
The qualified youths working in companies to get training during their internship programme will be given financial support for a period ranging between three to 12 months.
The 12th pass youths will get Rs 4000 per month for internship, while those having passed ITI/Diploma will get Rs 5000 per month as internship, Siddharth said adding that those having passed graduation and post graduation will get an internship of Rs 6,000 per month.
Apart from this, youths doing internship programme out of their home district, will get an additional Rs 2000 per month as livelihood support while those doing internship out of the state will get Rs 5000 per month, he said adding that livelihood support will be available for a maximum period of three months.
The payment of internship amount will be made directly into their bank accounts, he said adding that a committee has been constituted headed by the Development Commissioner with the members of industries like CII, FICCI as its part for the payment purpose.
A total of 5000 beneficiaries will be given the benefit under the scheme in the current financial year in 2025-26 while one lakh youths will be extended the benefit of the scheme in the next five years commencing from 2026-27.
Siddharth said that the cabinet sanctioned transferring of 20.60 acres of land to the health department for construction of a government medical college and hospital at Rampur Kodarkatti in Araria district. It also transferred 40 acres and 25.5 decimals of land to the tourism department at Simaria ghat dham for its development in Begusarai district.
He said the cabinet also approved the labour resources department’s proposal to amend the Bihar Factory Rules 1950 that allowed women, except pregnant and lactating mothers, to work in factories which were considered as hazardous, Siddharth said. The move would pave the way for women’s employment in hazardous factories too, he added.
It also okayed the health department’s proposal to ensure the availability of doctor teachers in government medical colleges as per the criteria set by the National Medical Sciences Commission, New Delhi for the appointment of Associate Professor and Professor in these colleges.
The cabinet extended the benefit of giving grants from “Mukhya Mantri Chikitsa Sahayta Kosh” to the elected representatives of Panchayati Raj Institutions and Gram Kutchery. As per the details of the resolution taken by the health department, the elected representatives suffering from cancer would get Rs 80,000 to 1.20 lakh for surgery, while heart patients would get a minimum of Rs 60,000 to Rs 1.80 lakh for different heart ailments.
Siddharth said in addition to this they would get Rs 3 lakh for brain surgery, Rs 20,000 to Rs 40,000 for eye surgery, Rs 1.80 lakh for spinal surgery, Rs 3 lakh for kidney transplant, Rs 1.70 lakh for total hip replacement, Rs 1.50 lakh for total knee replacement, Rs 1 lakh for trauma, accident or brain haemorrhage. They can avail the benefit for 16 types of different ailments, he infirmed.
It also sanctioned Rs 32.48 crore for the implementation of Integrated Management Plan for Gokul Reservoir in Bhojpur district for its development by 2028-29, Siddharth said and added that it is centrally sponsored scheme in which the funding would be shared in 60:40 ratio.
The cabinet also sanctioned a proposal to amend Bihar Building Bylaws 2014 according to which FAR has been increased. Besides the setback requirements for front and side yards has been changed in Bihar Industrial Development Authority areas to boost industrial activities.
According to him, the cabinet approved “Retired Chief Justices and Judges Domestic Help(s) Rule and Other Benefits Rules, 2025” to provide domestic help and telephone reimbursement to the retired Chief Justices and former judges of the high court and former Supreme Court judge.
As per the rule, “the high court shall provide a consolidated amount of Rs 55,000 per month to a retired Judge or spouse to engage domestic help and driver and Rs 60,000 per month to a retired Chief Justice or spouse or retired Judge who has been elevated as a Judge to the Supreme Court or their spouse.”
Besides, Chief Justice or Judge or their spouse or retied Judge elevated to Supreme Court Judge or their spouse will be paid Rs 15,000 per month for cell phone, landline expenses, internet service as also secretarial expenses. UNI RS SSP
