Bihar to implement new waste rules in 264 urban bodies

Patna, Oct 1 (UNI) Outlining the new provisions and arrangements for solid waste management in urban areas, Bihar coordinator of Swachh Bharat Mission (Urban) Ranjan Kumar Choudhary on Thursday said that the new solid waste management rules, 2026 would be implemented in 264 urban local bodies.
He told news persons here that the new rules notified by the Ministry of Environment, Forest and Climate Change (MoEFCC) seek to move away from treating waste merely as something to be discarded and instead promote its use as a resource, in line with the principles of a circular economy. The new framework emphasises recovering maximum useful material and value from waste and promoting scientific processing and resource recovery.
To facilitate effective implementation in Bihar, the Urban Development and Housing Department (UDHD) has prepared a Model Solid Waste Management Bye-laws incorporating the provisions of the 2026 rules, he said adding that the model bye-laws will apply to all 264 urban local bodies in Bihar, including municipal corporations, municipal councils and nagar panchayats. The model bye-laws are intended to provide a uniform, clear and legally enforceable framework for solid waste management across the state.
Meanwhile, state Coordinator of Swachh Bharat Mission (Gramin) Rajesh Kumar said the first phase of the mission focused primarily on toilet construction and achieving Open Defecation Free (ODF) status by 2019, while the second phase has placed greater emphasis on solid and liquid waste management.
Referring to the Swachh Survekshan Gramin, Kumar said Bihar had ranked 22nd in 2022 and subsequently improved its performance to secure a place among the leading states. Districts including Bhagalpur and Supaul were among those contributing to the state''s improved performance, he said.
