COMs to charge refundable price to curb solid waste

Shimla, May 31 (UNI) The consumers in the state have to pay the refundable prices while buying products in the plastic bottles and containers under a new pilot scheme approved by the Himachal Pradesh Cabinet on Saturday, aiming to tackle mounting non-biodegradable waste through the Deposit Refund Scheme 2025.
Under the scheme, consumers would pay an extra amount while buying products in glass bottles, plastic beverage containers, aluminium cans, flexible and multilayered packaging, which will be refunded on returning the used container.
This initiative is part of the Extended Producers Responsibility (EPR) regime and would initially be implemented on a pilot basis.
In a significant administrative move, the Cabinet also approved shifting the office of the Himachal Pradesh Real Estate Regulatory Authority (RERA) from Shimla to Dharamsala, a step aimed at decentralising regulatory infrastructure.
To ensure environmental sustainability, the Himachal Pradesh Forest Development Corporation has been authorised to collect minor minerals and conduct dredging operations in rivers and ponds located in forest areas. This step is expected to aid in scientific resource management and flood mitigation.
The Cabinet gave a green signal to fill 700 posts of Home Guard Volunteers in the Home Guards and Civil Defence Department. It also decided to regularise services of 203 Panchayat Secretaries (Zilla Parishad cadre) who have completed two years of contract service as of March 31, 2025.
In a policy shift welcomed by the medical fraternity, the Cabinet amended the Postgraduate/Specialist Services (PG/SS) Policy by removing the compulsory one-year field posting requirement for doctors to qualify for Senior Residency at IGMC Shimla and RPGMC Tanda. The move aligns state policy with the AIIMS Chamiyana model.
The Cabinet also gave in-principle approval to restart the de-novo reservation roster for members and Chairpersons of Panchayati Raj Institutions, last revised in 2010, to ensure fair representation.
Further, it decided to bifurcate the Ramshahar Elementary Education Block in Solan to create a new block at Baddi, and reorganise Sulah, Bhawarna, Lambagaon (Kangra), and Bhoranj (Hamirpur) development blocks for better administrative convenience and service delivery.
