Delhi: Special winter pollution control restrictions take effect from Sunday

New Delhi, Oct 31 (UNI) As part of the Delhi government's intensified efforts to curb winter pollution, special restrictions will be in place in the national capital from November 1, with strict action for violations.
As part of the curbs, vehicles registered outside Delhi will be barred from entering the national capital, unless they are BS-VI compliant, are EVs, or run on CNG.
The move is going to affect lakhs of vehicles that are up to BS IV norms, and have a non- Delhi registration certificate.
Those vehicles that are registered outside Delhi, must also have valid Pollution Under Control Certificates when they enter the national capital, even though they meet the BS standards.
In cities like Noida, Ghaziabad, Gurugram, Sonipat, etc that are in the NCR region, a large number of vehicles are still below the BS VI emission norms, as the BS- VI came into effect in 2020 April.

Moreover, the 'No valid Pollution Under Control Certificate (PUCC), No Fuel' policy will be strictly followed across fuel stations, and fuel will not be provided at pumps to those vehicles which do not have a valid PUC certificate.
Notably, special cameras have been installed at fuelling stations that read the registration of the vehicle and help identify whether it has a valid PUC or not.
There will be a ban on Outdoor Construction and Demolition Activities, and from November 1 to January 31, all dust-generating demolition and outdoor civil construction activities will be put to halt.
Essential public infrastructure projects will be exempt subject to prescribed conditions.
Indoor finishing, plumbing, and electrical work at construction sites may continue provided dust control standards are strictly followed.
Additionally, a complete ban on all construction and demolition activities—except for specified exemptions—will be in effect from December 10 to January 20.

From November 1 to February 28, parking fees at authorized parking lots across Delhi will be doubled.
Parking lots owned and managed by the Delhi Metro Rail Corporation (DMRC) will be exempt from this increase.
From November 1 to January 31, a maximum of 50 percent physical attendance for staff will be implemented in government and private offices, with the remaining staff working from home.
Essential and emergency services will receive prescribed exemptions.
Staggered Office Timings: To reduce traffic congestion, Municipal Corporation of Delhi (MCD) offices will operate from 8:30 AM to 5:00 PM, while Delhi Government offices will function from 10:00 AM to 6:30 PM.
Restricted vehicles will be identified through ANPR cameras installed at Delhi's entry points and other key locations.
E-challans will be generated automatically against non-compliant vehicles, and strict action—including vehicle impoundment—will be taken by the Delhi Traffic Police as per rules.
Dedicated teams from DPCC, the Municipal Corporation, and other concerned agencies will inspect construction sites. If unauthorized construction or demolition activity is detected, an immediate work-stop notice will be issued on the spot along with environmental compensation penalties.
