ED raids contractor’s house in North Tripura, 2003 batch IAS officer’s involvement surfaces

Agartala, Nov 5 (UNI) The Enforcement Directorate (ED) reportedly carried out a raid on the home of contractor Sudip Paul in Uptakhali in North Tripura’s Panisagar, which has led the probe into an alleged multi-crore fraud involving fake government tenders to supply rice and edible oil for Tripura’s Mid-Day Meal Scheme.
The raid followed allegations against Paul and Abhishek Chandra, a 2003-batch IAS officer from the Tripura cadre. Both are named as alleged conspirators in a detailed memorandum prepared by the West Bengal Special Task Force (STF).
The STF report alleges that Paul helped bring investors into the supposed tender scheme, arranged financial transactions and told business associates the contracts were genuine. Investigators also say he introduced investors to Chandra, who allegedly shared documents presenting the tenders as real government contracts.
The claims draw on witness statements, bank records, seized papers and digital messages reviewed during the probe. The STF memorandum says Paul contacted Dharmanagar traders Dipak Dey and Subhrajit Deb in June and July 2024. He allegedly offered them a chance to invest in contracts, said to have been issued by Tripura’s Directorate of Higher Education for rice and edible oil supplies under the Mid-Day Meal Scheme. The traders were reportedly told the tenders were genuine, and their security deposits would be returned.
According to the memorandum, Dey prepared a demand draft for Rs 97 lakh for the proposed deal. Investigators also alleged that Paul introduced representatives of SK Sales Corporation to the scheme and helped persuade them it was a real business opportunity.
A joint-bidding agreement dated September 4, 2024, reportedly set out an arrangement between SK Sales Corporation, Paul and his wife, Krishna Chakraborty, to take part in the purported tender process.
The STF report cites an Rs 85 lakh transfer from SK Sales Corporation to a joint-venture account linked to Paul and his wife. Investigators allege that Rs 1.07 crore later moved from that account to Mohan Enterprise, a business said to be controlled by another accused.
The memorandum also states that Rs 1.536 crore was later deposited into the joint-venture account from a bank account held in the name of the purported Directorate of Higher Education, Tripura.
