The Election Commission of India had yesterday directed the Manipur government to transfer officers directly connected with the conduct of elections who are posted in their home districts or have served in one place for a long period, as the state prepares for the 2027 Assembly elections.
The instructions, also cover Goa, Punjab, Uttar Pradesh and Uttarakhand.
The term of the present Manipur Legislative Assembly ends on March 13, 2027.
Among the five states, Goa’s term runs until March 14, Punjab’s until March 16, Uttarakhand’s until March 28 and Uttar Pradesh’s until May 22, 2027.
Under the directive, no election-linked officer will be allowed to continue in a revenue district if posted in their home district, or if they have completed three years there in the last four years, or will complete three years on or before March 31, 2027.
Officers posted at state headquarters, those not directly connected with elections such as doctors, engineers and teachers, and Sector Officers or Zonal Magistrates are generally outside the transfer policy.
The Commission cautioned, however, that officials found guilty of political bias after enquiry may be transferred and face departmental action.
Officers retiring by March 31, 2027, are exempt from transfer but must be relieved of election-related posts.
Transfers of officers engaged in the ongoing Special Summary Revision of electoral rolls are to be ordered only after the final publication of the rolls and in consultation with the Chief Electoral Officer. Any extraordinary transfer before that requires prior approval from the Commission.
