Haryana approves Rs 14.50-crore camera project as anti-pollution drive intensifies

Panchkula Oct 23 (UNI) Haryana has significantly ramped up its anti-pollution enforcement architecture by approving the procurement of 600 automatic number plate recognition (ANPR) cameras at a cost of Rs 14.50 crore and floating a separate tender for an additional 1,500 cameras, even as it prepares to bar vehicles without a valid Pollution Under Control certificate from refuelling at petrol pumps and CNG stations across its National Capital Region districts.
The fresh approvals mark a decisive expansion of the state's automated enforcement network, which already has 205 ANPR cameras installed at identified traffic congestion points to check emissions from idling vehicles and strengthen violation detection.
The state has mapped 84 congestion spots requiring short-term intervention and another 10 needing long-term engineering solutions to ease traffic flow and reduce vehicular pollution, said an official on Friday.
On the ground, the enforcement drive has already yielded tangible results, with 19,067 end-of-life vehicles impounded between January and mid-October this year, of which 785 have already been sent for scrapping.
Under the Parivartan scheme, 18,501 beneficiaries have registered to replace ageing commercial trucks and buses with cleaner BS-VI-compliant, electric or CNG-powered alternatives, signalling a steady shift in the state's commercial transport fleet towards lower-emission technologies.
Haryana has also tightened norms for last-mile connectivity vehicles, phasing out 596 diesel-operated auto-rickshaws in its NCR districts while keeping the registration of new diesel autos suspended since January 2023, a move aimed at curbing hyperlocal emissions in high-density urban clusters.
In parallel with vehicular emission control, the state has intensified measures to curb road dust, which remains a major contributor to air pollution during the dry months. A total of 748.89 kilometres of roads have been redeveloped in Gurugram, Faridabad, Sonipat, Manesar, Karnal, Panipat and Rohtak using dust-mitigating techniques.
Complementing this, 78 mechanised road-sweeping machines have been deployed against a requirement of 81, ensuring near-complete mechanised coverage for daily dust suppression on major arterial roads.
Construction and demolition waste management has also been brought under tighter oversight, with all 44 secondary collection centres for C&D waste now established across the seven focus cities.
GPS-enabled vehicles have been deployed for waste collection to ensure proper disposal and prevent illegal dumping, while 56 building plans covering areas exceeding 500 square metres have been registered on the Dust Portal for real-time compliance monitoring.
Municipal bodies have been directed to enforce prescribed dust-control protocols at construction sites, including video surveillance, fortnightly self-audits, installation of low-cost air-quality sensors, wind barriers, dust screens, water sprinklers and covered transportation of construction materials.
Together, these measures knit a multi-pronged shield against pollution, combining technology-driven enforcement, fleet modernisation and granular dust control to improve air quality across Haryana's NCR belt.
