Haryana: CM Saini launches volunteer teacher portal

Chandigarh, Oct 13 (UNI) In a bold push to transform Haryana's schools into centres of excellence, Chief Minister Nayab Singh Saini on Tuesday launched a first-of-its-kind 'Volunteer Teacher Registration Portal' to bring retired educators, ex-servicemen and socially committed citizens into classrooms.
Simultaneously he ordered that nearly 700 dilapidated school buildings across the state be rebuilt with modern, solar-powered infrastructure within the next year.
Addressing a comprehensive review meeting of the School Education Department at the Haryana Civil Secretariat, the Chief Minister said the new portal will open the doors of government schools to experienced individuals who wish to devote their time and knowledge to the service of society. Retired teachers, ex-servicemen, senior students and anyone with a passion for teaching can now register voluntarily through the portal.
A district-level committee headed by the Additional Deputy Commissioner, headed by the Additional Deputy Commissioner and including a DSP-rank police officer, will screen and select suitable candidates, who will then be connected with academic assignments. A DSP-rank police officer as a member, will screen and select suitable candidates, who will then be connected with academic assignments in the department.
"This portal is not just about filling gaps; it is about enriching our classrooms with experience, discipline and social commitment," the Chief Minister said, adding that the initiative would also help address the shortage of teachers in certain areas while giving deserving individuals a meaningful platform to serve.
Turning to infrastructure, Saini directed officials to immediately float tenders for the reconstruction of approximately 700 condemned school buildings across the state. He made it clear that quality and child comfort must drive every brick laid. The new buildings will feature naturally ventilated designs based on fresh specifications, and every single new school roof will be equipped with a solar system so that children do not suffer during the scorching summer heat. "These buildings must be ready within one year. There should be no delay," he instructed.
The Chief Minister further announced that all 719 "excellent schools," including CM EEE schools, PM SHRI schools and Rajkiya Model Sanskriti Senior Secondary Schools, will get ICT labs with at least 10 computers each before the year ends.
He directed HARTRON to expedite the procurement process immediately. Wherever schools face waterlogging, permanent solutions including rainwater harvesting systems must be implemented, he added
In a significant move toward student health and safety, the Chief Minister ordered water quality testing in all 14,297 government schools in Haryana. Schools where water fails to meet quality standards will be identified and connected with the concerned department for corrective action, including the installation of RO systems where necessary.
To ensure swift execution of these improvements, he directed the Finance Department to release Rs one crore to every district, with progress to be monitored through a dedicated portal. The Additional Deputy Commissioners and Education Department officials have been asked to conduct monthly reviews, while the Chief Minister himself will review the department's work every three months.
The meeting was also informed that under a statewide plantation drive, students and teachers have already planted over 10.47 lakh saplings across 13,126 schools, with 11,77,766 students and 74,419 teachers participating. The Chief Minister instructed that the care and protection of these plants must be ensured so that schools truly become green, healthy spaces. He also directed that sports equipment be supplied to all schools on priority through tender, so that a culture of sports takes root from the primary level itself.
Saini further reviewed several operational issues, directing that high-tension wires passing over school premises be removed immediately, that teacher vacancies be filled without delay, and that part-time sanitation workers be engaged properly. He also examined the status of teachers' medical and LTC bills and issued necessary directions to clear pending matters.
The meeting was informed that the state currently runs 14,297 schools, with 719 excellent schools ensuring quality education within a 5 to 10 kilometre radius for every child. Managing Director, HARTRON, Sh. Yash Garg, Director General, Education, Sh. Jitender Kumar, and other senior officers including the Chief Minister's Deputy Principal Secretary Dr Yashpal Singh, Special Secretary, Finance, Captain Manoj Kumar, Director, Primary Education, Smt. Manita Malik, and State Project Director, Sh. Swapnil Patil were also present.
