Haryana eyes two Indo-Russian drone ventures at Sisai as Saini pushes aerospace investment

Chandigarh, Oct 14 (UNI) Haryana is exploring two major Indo-Russian joint ventures to manufacture helicopter drones capable of carrying 200-kg payloads over 250 km and develop GPS-independent navigation systems using Indian semiconductor chips, following Chief Minister Nayab Singh Saini's talks with a high-level Russian delegation, ahead of his four-day investment visit to Sweden.
The discussions, held at the Chief Minister's residence, Sant Kabir Kutir, centred on establishing advanced drone manufacturing, research and technology development facilities at Drone City Haryana in Sisai, Hansi, with a focus on technology transfer, indigenous production and industrial collaboration.
Under the first proposal, Russia's Omnitech LLC and AVPL International would establish a joint venture to manufacture advanced unmanned helicopter platforms.
The proposed facility would undertake manufacturing, assembly, research, testing and technological development.
The helicopter drones, designed for a flight range of up to 250 kilometres and a payload capacity of up to 200 kilograms, could be deployed for industrial logistics, disaster management and transportation of essential supplies to remote and inaccessible areas.
The second proposed joint venture, involving Russia's 4GNSS LLC/Orient Systems Group, would focus on developing autonomous drone navigation technology capable of functioning without GPS or other global navigation satellite signals.
The project envisages the use of Indian semiconductor chips and domestic manufacturing capabilities to develop navigation systems that would allow drones to complete assigned missions even when satellite signals are unavailable.
Officials said the proposed collaborations could open new avenues for advanced aerospace electronics, indigenous technology development and specialised drone manufacturing in Haryana.
The six-member delegation included Skolkovo Foundation Director Leonid Artemov, Project Manager Aleksandr Zaporozhskii, Omnitech LLC Chief Executive Officer Alexey Urbanskiy and 4GNSS LLC/Orient Systems Group CEO and Co-Founder Sergey Lebedev.
The Indian representatives were Lieutenant General Rakesh Kumar Anand, Director General of the Drone Tech Multi-State Cooperative Society, and Deep Singh Sisai, Founder and Chairman of AVPL International.
The proposed investments come amid Haryana's efforts to develop Hisar district into a major centre for drone manufacturing and aerospace technology.
The Haryana Enterprise Promotion Board, chaired by Saini, has already approved a special incentive package of Rs 58.51 crore for AITMC Ventures Limited under the Haryana Enterprises and Employment Policy, 2020, for developing a drone and drone-component manufacturing hub in the district.
At a review meeting on September 28, Saini directed officials to accelerate research in drone manufacturing, strengthen technical skill development and provide support to startups as part of the state's ambition to emerge as a leading drone manufacturing destination.
Drone City Haryana at Sisai forms a central part of this strategy. Its foundation stone was laid by Saini in September 2025, while the project's first phase was inaugurated by Haryana Cabinet Minister Krishan Kumar Bedi in May 2026.
Before arriving in Haryana, the Russian delegation met union Civil Aviation Minister Kinjarapu Ram Mohan Naidu in New Delhi on October 12 to discuss potential technological cooperation.
The delegation subsequently visited Drone City Haryana at Sisai to assess its manufacturing, research and technical training facilities before holding discussions with the Chief Minister.
The two joint ventures are still at the proposal stage, and their implementation would depend on final agreements and necessary regulatory approvals.
Chief Secretary Anurag Rastogi, Officer on Special Duty to the Chief Minister Vivek Kalia and other senior officials attended the meeting.
The talks preceded Saini's October 14–17 visit to Sweden, during which he is scheduled to engage with government representatives, international technology companies and potential investors to attract investment and strengthen industrial partnerships in Haryana, particularly in advanced manufacturing, defence, automobiles and clean energy.
