Haryana orders transfer of officials caught red-handed in vigilance trap cases

Neeraj Bali
Chandigarh, Oct 27 (UNI) Government employees arrested in corruption sting operations in Haryana will no longer be allowed to return to their previous postings after securing bail, under new rules aimed at preventing interference with witnesses and criminal proceedings.
The directive, issued by Chief Secretary Anurag Rastogi on Tuesday, seeks to close a potential loophole that allows officials accused of accepting bribes to resume duties in areas where complainants and prosecution witnesses may remain vulnerable to pressure.
The government has ordered that employees arrested during vigilance traps or raids be shifted out of the jurisdiction where their cases are pending, preferably to locations beyond neighbouring districts.
"The continued posting of such officials at the same station could create the possibility of influencing or intimidating complainants and prosecution witnesses," the government said in its order.
The restrictions will apply to officials released on bail as well as those currently in judicial custody who may secure bail later.
For employees belonging to district-level cadres, transfers must be made to another station within the same district, the order said.
The decision places responsibility on senior administrative and police authorities to ensure that accused officials do not regain positions from which they could potentially influence witnesses or interfere with the judicial process.
Administrative secretaries, department heads, the state police chief, divisional commissioners and deputy commissioners have been instructed to enforce the directive. Government boards, corporations and universities have also been brought within its scope.
The government warned that failure to implement the transfer instructions would invite action against the officials responsible.
The order does not determine the guilt of employees facing corruption charges but seeks to prevent their official postings from compromising the fairness of proceedings while their cases remain before the courts.
