Haryana: Over 1.29 lakh applications pending with 2 state-run DISCOMs; HERC flags massive power connection backlog

Panchkula, Oct 20 (UNI) More than 1.29 lakh applications for electricity connections and load enhancement, involving a combined load of 2,412.949 MW, were pending with Haryana's northern and southern power distribution companies as of September-October 2025, according to figures cited by the state electricity regulator while granting a 25-year parallel distribution licence to Eleven Power Private Limited for Gurugram and Nuh districts.
In its October 19 order, the Haryana Electricity Regulatory Commission (HERC) expressed serious concern over the substantial backlog of electricity connections, load enhancement requests and consumer grievances, observing that introducing competition and providing consumers with a choice of electricity supplier had assumed particular significance.
According to figures furnished by the two state-run distribution companies, Dakshin Haryana Bijli Vitran Nigam Limited (DHBVNL), which serves southern Haryana, had 1,08,590 pending applications involving 1,642.542 MW of load as of October 1, 2025.
Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL), which serves northern Haryana, had 20,603 pending applications involving 770.407 MW of load as of September 30, 2025.
Together, the two distribution companies had 1,29,193 pending applications involving 2,412.949 MW of electricity load, compared with a combined pending load of 2,403.862 MW on April 1, 2025.
The commission noted that despite a substantial number of electricity connections being released during the intervening period, the cumulative pending load remained significant.
Taking serious note of the situation, HERC emphasised that timely release of electricity connections was an essential statutory obligation of distribution licensees, directly affecting consumer satisfaction and revenue generation.
The commission observed that the operation of a parallel distribution licensee, offering consumers a choice of supplier and promoting competition in electricity distribution, assumed particular significance under the prevailing circumstances.
Significantly, the pending application figures cited in the order relate to the respective service areas of DHBVNL and UHBVNL across Haryana and are not confined to Gurugram and Nuh districts.
The commission granted Eleven Power Private Limited a parallel distribution and retail supply licence for the entire revenue districts of Gurugram and Nuh, allowing the company to establish its own electricity distribution network alongside the existing licensee.
The licensed area covers Gurugram, Manesar, Sohna, Pataudi Mandi and Farrukh Nagar in Gurugram district, besides Nuh, Punhana, Firozepur Jhirka and Tauru in Nuh district.
Eleven Power has proposed a capital investment of Rs 4,717 crore for developing electricity distribution infrastructure in the licensed area, according to the business plan submitted with its application.
The commission examined objections concerning the financial implications of granting a parallel distribution licence, including the potential impact on electricity tariffs, cross-subsidies, existing power procurement obligations, network planning and infrastructure utilisation.
On concerns regarding the migration of consumers from the existing distribution licensee, HERC observed that projected migration of 2.5 to 4 per cent was unlikely to have a direct and material adverse impact on distribution system planning, network losses, reliability, resilience, asset utilisation or future investment requirements.
The regulator also addressed concerns over electricity supply arrangements in Gurugram's notified Pilot Project Belt.
It directed Eleven Power to comply with the prescribed 220/33/0.4 kV distribution architecture for all new connections in the notified pilot project areas.
However, existing consumers receiving electricity at 11 kV would not be required to change their supply voltage merely because they opted to migrate to another distribution licensee, subject to applicable technical and regulatory requirements.
The commission made it clear that the grant of a parallel distribution licence did not dilute the statutory obligation to provide electricity supply across the licensed area without discrimination.
The order also examined the need for a consumer migration framework covering outstanding electricity dues, defaulting consumers, unrecovered fuel surcharge adjustments, metering arrangements and switching between distribution licensees.
The grant of the licence does not itself announce any reduction in electricity tariffs or establish an immediate date from which consumers can begin switching suppliers.
Eleven Power has been directed to communicate its acceptance of the licence and its conditions within one week of the issuance of the order.
Following acceptance, the commission will publish the prescribed notice of the licence grant in one English and one Hindi daily newspaper having wide circulation in Gurugram and Nuh.
HERC further clarified that the grant of a parallel distribution licence to Eleven Power would not automatically create a precedent or vested right for other applicants seeking similar licences elsewhere in Haryana.
Each future application would be examined independently in accordance with the Electricity Act, 2003, and the applicable rules and regulations.
