Haryana's paddy procurement engine powers past 24 lakh tonnes

Chandigarh, Oct 22(UNI) Haryana's paddy procurement machinery is running at full throttle, with the state government purchasing 24.93 lakh metric tonnes of paddy from beleaguered farmers and pumping Rs 3,447 crore in minimum support price payments directly into their accounts, Food, Civil Supplies and Consumer Affairs Minister Rajesh Nagar announced on Wednesday.
The numbers tell a story of administrative muscle outpacing the harvest. By October 21, total paddy arrivals in the state's mandis had touched 30.26 lakh metric tonnes, a staggering 52 per cent of the Government of India's annual target of 58 lakh metric tonnes for Haryana. Of this, government procurement agencies have swallowed 82 per cent, leaving little room for private traders to undercut farmers or for distress sales to poison the market.
"We are committed to ensuring smooth, transparent and time-bound procurement at MSP. Every grain that meets the standard will be bought, and every farmer will be paid without delay," Nagar declared, sending a clear signal that the state's mandis are not open-air auction houses but government-guaranteed procurement fortresses.
The financial architecture of this operation is equally striking. Over 1,84,794 farmers have already benefited from the procurement drive, with Rs 3,447 crore transferred as MSP payment for their produce. In an agricultural economy where cash flow is oxygen, this injection is keeping the rural heartland breathing.
But procurement is only half the battle; lifting is where mandis either choke or clear. Haryana appears to have learned from past years when purchased grain rotted in plinths while trucks failed to arrive. This year, 17.54 lakh metric tonnes of the procured paddy, roughly 70 per cent, have already been lifted and moved out of mandis, ensuring that the purchase does not turn into a pile-up.
The procurement load has been distributed across three government agencies, each carrying a distinct share of the burden. The Food Department leads the charge with 13.60 lakh metric tonnes, followed by HAFED at 7.63 lakh metric tonnes and the Haryana State Warehousing Corporation (HSWC) at 3.70 lakh metric tonnes. Lifting operations mirror this urgency: the Food Department has moved 9.83 lakh metric tonnes, HAFED 5.41 lakh metric tonnes, and HSWC 2.30 lakh metric tonnes.
"The lifting process is being monitored continuously so that mandis do not get clogged and farmers do not have to return home with unsold crop or wait for days in uncertainty," Nagar said, acknowledging that procurement without logistics is a promise broken in the plinth.
Interestingly, private traders have also purchased 24,054 metric tonnes of paddy at an average rate of Rs 2,467 per quintal, with prices ranging between Rs 2,461 and Rs 2,800 per quintal. While these rates occasionally edge above the MSP in specific transactions, the government's message is clear: the private market may fluctuate, but the state offers a floor that no farmer can fall through.
Under Chief Minister Nayab Singh Saini's direction, the administration has placed farmer convenience at the apex of its procurement policy. Instructions have been issued to all district officials and procurement agencies to maintain mandi infrastructure, ensure timely weighing and grading, and resolve grievances on the spot.
With the state already hitting 43 per cent of its annual procurement target and the kharif season still unfolding, Haryana is on track to meet, if not exceed, its mandate. For a state that lives and dies by its agricultural rhythm, this is not merely a procurement statistic. It is a political statement: the government is in the mandis, the money is in the accounts, and the grain is moving.
