Haryana tops its category in National iGOT Karmayogi Ranking, scores 60.72

Chandigarh, Oct 1 (UNI) Haryana has secured the top position in its category in the national ranking of states and union Territories on the iGOT Karmayogi platform, scoring 60.72 points in an assessment of government employees' capacity-building and continuous learning.
According to a communication from Karmayogi Bharat under the union Department of Personnel and Training (DoPT) circulated by Haryana Chief Secretary Anurag Rastogi, the ranking is based on data as of August 31, 2026. Haryana ranked first among states and UTs placed in Category B, which covers those having between 100,001 and 500,000 state employees.
Haryana narrowly finished ahead of Karnataka, which scored 60.47, followed by Telangana at 60.39, Gujarat at 60.18 and Punjab at 60.06. Himachal Pradesh scored 51.55 and Uttarakhand 34.45. The remaining Category B states listed in the document are Jharkhand, Jammu and Kashmir, Chhattisgarh, Assam and Odisha.
The ranking is part of the Centre's effort to measure how effectively states and UTs use the iGOT Karmayogi platform for role-specific training and capacity building for government employees.
The Centre said the rankings would now be communicated periodically to states and UTs to keep them informed about their performance in role-specific learning engagement and encourage continuous improvement.
Three indicators determine ranking: The composite ranking is based on three key performance indicators, each worth 100 points; the creation of AI-powered Capacity Building Plans (CBPs) by state departments carries a weight of 30 per cent, while the contribution of courses by states and UTs to building role-relevant knowledge among government officials accounts for another 30 per cent; and the largest weight — 40 per cent — is assigned to the share of registered officials who completed at least 1 hour of learning in the previous month.
Under the first indicator, states in which 25 per cent or more of departments have developed AI-based capacity-building plans can earn the full 30 points. States contributing 10 or more live courses can also secure the full 30 points under the second indicator.
The Centre has asked states and UTs to onboard all frontline functionaries on the iGOT Karmayogi platform and confirm their total strength. Employees have also been encouraged to complete at least one hour of learning every month.
The Centre said more than 700 advanced courses covering areas such as Generative Artificial Intelligence, cybersecurity, cloud computing, project management, personal development and data analytics have been made available on the iGOT marketplace free of cost for government officials.
Dedicated learning pathways on cybersecurity and Artificial Intelligence have also been launched, including pre- and post-assessments. Government employees have been encouraged to undertake the “Foundations of Cyber Safety in Public Service” pathway and earn the “Cyber Suraksha Nipun” badge.
