Himachal: Commonwealth Parliamentary Association meet debates defection, AI

Dharamshala, July 1 (UNI) The two-day Annual Conference of the Commonwealth Parliamentary Association (CPA), India Region Zone-2, ended here in Himachal Pradesh today with meaningful and constructive discussions on key parliamentary issues including defection and use of Artificial Intelligence (AI).
Terming the event “historic,” Himachal Pradesh Speaker Kuldeep Singh Pathania said the deliberations would yield long-term results.
38 delegates from eight state legislative assemblies and the Telangana Legislative Council participated in the conference. The sessions featured in-depth and forward-looking debates on key parliamentary issues.
The final day's session focused on two crucial topics Disqualification on grounds of defection under Article 102(2) and 101(2) read with the Tenth Schedule of the Constitution and Use of Artificial Intelligence (AI) in Legislative Assemblies.
Participants shared valuable suggestions, expressing their views freely and independently on both subjects.
Pathania thanked the delegates for attending the conference despite adverse weather conditions. Speaking on AI, he noted that Himachal Pradesh has been a pioneer in digital governance, having launched India’s first e-Vidhan (e-Assembly) system in 2014. “Our thoughts on AI are in alignment with those shared by others in this forum,” he said.

Pathania recounted a past case where six legislators lost their membership following a ruling he had delivered—a decision later upheld by the High Court. Stressing the need to further strengthen anti-defection laws, he said this would help preserve public trust and ensure that governments function confidently and complete their full terms.
He also highlighted a law recently passed by the Himachal Assembly, under which any member disqualified under the anti-defection law will lose all assembly privileges and pension benefits and will be barred from contesting elections for six years.
Raising concerns about resource control, Pathania remarked, “We have resources, but without legal authority over them, development remains a challenge.” He pointed out that while both Parliament and State Assemblies have legislative powers, central laws often take precedence.
