Himachal: Govt notifies Unified Pension Scheme for AIS officers, replaces NPS

Shimla, June 16 (UNI) Himachal Pradesh Government today issued official procedural guidelines for the implementation of the Unified Pension Scheme (UPS) for All India Services (AIS) officers of the state cadre, replacing the earlier National Pension System (NPS).
The new scheme has come into effect from April 1, 2025.
A formal Office Memorandum (No. Fin (Pen) A(3)-1/2025) issued by the Finance (Pension) Department on Monday cites the instructions issued by the Government of India’s Department of Personnel and Training (DoPT), along with the regulatory framework laid out by the Pension Fund Regulatory and Development Authority (PFRDA) under its notification dated March 19, 2025.
According to the memorandum, AIS officers currently enrolled in the NPS and in service as of April 1, 2025, may opt for the new UPS by submitting a formal application (Form-A2) to their Head of Office (HOO) in triplicate.
The process involves multiple layers of verification and submission, including certification by the Drawing and Disbursing Officer (DDO), the District Treasury Officer/Treasury Officer (DTO/TO), and eventual submission to key authorities.
The application will be processed through the Directorate of Treasuries, Accounts & Lotteries, which will act as the State Nodal Office. A copy will also be sent to the respective Cadre Controlling Authority for service book entries, while one copy will be retained by the officer's department for official records.
The memorandum is in continuation of an earlier pension-related order dated November 18, 2009. Officials clarified that the UPS is designed to offer a uniform and regulated pension framework for IAS officers, aligning with central government reforms.
This move marks a significant step in streamlining pension benefits for All India Service officers posted in Himachal Pradesh and is expected to simplify long-term retirement planning while ensuring regulatory compliance with PFRDA norms. UNI ML SSP
