INDIA Bloc Takes Electoral Battle to President, Seeks Gyanesh Kumar’s Resignation and Restoration of 13.30 Crore Voters

New Delhi, Oct 9 (UNI) Mounting a fresh challenge to the Narendra Modi government and the Election Commission of India, the INDIA Bloc on Friday charged Prime Minister Modi and union Home Minister Amit Shah of subverting the country’s electoral system and depriving crores of citizens of their constitutional right to vote.
In a strongly worded memorandum submitted to President Droupadi Murmu, opposition MPs demanded the resignation of Chief Election Commissioner Gyanesh Kumar, immediate suspension of the Special Intensive Revision (SIR) of electoral rolls and restoration of 13.30 crore voters deleted from electoral roll.
The memorandum accused the ruling BJP of large-scale “vote chori” across several Assembly elections and called for the repeal of election results over the past two years wherever conclusive evidence of electoral manipulation had been established. It also demanded a return to paper ballots and repeal of the 2023 law governing the appointment and service conditions of the Chief Election Commissioner and other Election Commissioners, which the opposition has criticised over the protections it provides to members of the poll panel.
Describing alleged manipulation of electoral rolls and Electronic Voting Machines (EVMs) as a grave threat to the foundations of Indian democracy, the opposition said the Election Commission had failed to discharge its constitutional responsibilities. The memorandum claimed that Assembly elections in Haryana, Maharashtra, Madhya Pradesh, Chhattisgarh, Bihar, Delhi and West Bengal had been stolen, while alleging irregularities in several other Assembly and Lok Sabha elections.
“We have incontrovertible proof that Vote Chori has taken place on a massive scale in election after election,” the memorandum said, accusing the poll panel of failing to ensure the integrity of the electoral process. It also alleged that the CEC had misled the Supreme Court to conceal electoral wrongdoing.
Invoking Article 326 of the Constitution, the INDIA bloc argued that the right to vote was central to representative democracy. “The Election Commission is its constitutional custodian, not its proprietor,” the memorandum asserted, adding that the CEC is “answerable to the Constitution of India and not to his political masters”.
The opposition urged the President to intervene in the deepening constitutional crisis, arguing that institutional failures, inadequate accountability and the alleged suppression of legitimate questions had undermined public confidence in the electoral system. “We approach you because, in moments when every other door has been closed, the people of India look to the Office of the President as the final guardian of that covenant,” the memorandum said.
Leader of the Opposition in the Lok Sabha Rahul Gandhi has emerged as one of the most prominent faces of the campaign against the Election Commission, repeatedly accusing the ruling establishment of undermining electoral democracy. By taking the dispute to President Murmu, the INDIA bloc has sought to expand its campaign beyond Parliament and street protests.
The bloc’s demand for the restoration of 13.30 crore names is based on its aggregate estimate of deletions. The controversy has also intensified the opposition’s campaign against EVMs. Opposition parties argue that a return to paper ballots would help restore public confidence in elections.
The INDIA bloc’s memorandum represents a widening confrontation over the credibility and accountability of the country’s electoral institutions. By linking the deletion of voters to its demands for Kumar’s resignation, suspension of the SIR, repeal of the 2023 law and reconsideration of disputed election results, the opposition has sought to turn the controversy into a broader challenge to the functioning of the electoral system under the Modi government.
In its concluding appeal, the bloc urged President Murmu to act decisively in defence of the Constitution and citizens’ voting rights. “We expect you as President of our Republic to discharge your duty to protect the Constitution of India decisively,” the memorandum said, warning against allowing the voices of citizens to be silenced.
