Iran continues dialogue with Saudi Arabia, seeks regional security framework without Foreign Forces: Araghchi

Tehran, Nov 3 (UNI) Iranian Foreign Minister Abbas Araghchi said Tuesday that Tehran remains engaged in dialogue with Saudi Arabia and other regional countries as it pushes for a new regional security framework led by Middle Eastern nations without foreign military involvement.
“We have no hostility toward the countries of the Gulf Cooperation Council,” Araghchi said in a post on X.
“We appreciate the positive role played by Qatar and Oman and continue our dialogue with Saudi Arabia,” he added.
Araghchi said Tehran’s objective is to establish new regional security arrangements through cooperation among countries in the region, without the presence of foreign military forces.
“Our goal is to reach new regional security arrangements established by the countries of the region themselves, away from any foreign military presence,” he said.
In an interview with Doha-based Al Jazeera on Monday, Araghchi revealed that Iran had discussed the proposed regional security framework with Saudi Arabia, Türkiye and Pakistan during recent visits by delegations from the three countries to Tehran.
The discussions focused on strengthening cooperation among regional powers to address shared political, security and economic challenges, he said, adding that the four countries had agreed to continue consultations at various levels.
The Iranian foreign minister also stressed that Tehran has no intention of targeting friendly Gulf countries. However, he warned that US military bases and other American targets across the region would be included in Iran’s response if Washington launched another attack against the country.
He urged Gulf states to help prevent a renewed confrontation, while praising Qatar’s mediation efforts and the constructive positions adopted by Oman and Saudi Arabia.
Araghchi also outlined a proposal, reportedly conveyed through Qatari mediation, for reopening the strategically important Strait of Hormuz.
Under the proposal, the United States would first implement a series of measures demanded by Tehran, after which Iran would reopen the waterway the following day.
Iran’s demands include lifting sanctions imposed after the Islamabad memorandum, ending the US maritime blockade, allowing Iranian oil exports, releasing frozen Iranian assets and reducing the US military presence in the region to its previous levels, Araghchi said.
“Implementation of those conditions could pave the way for renewed negotiations with Washington on the same day the strait is reopened,” he added.
Araghchi further disclosed that Iran had held a round of indirect discussions in New York with US envoys Steve Witkoff and Jared Kushner through Qatari mediation.
However, he rejected reports that Tehran and Washington had agreed to hold direct negotiations in Qatar, Türkiye or any other location.
He also maintained that negotiations over reopening the Strait of Hormuz should be treated separately from any future agreement on Iran’s nuclear programme, adding that proposals concerning the nuclear issue remained under consideration.
Meanwhile, Iranian Foreign Ministry spokesman Esmaeil Baqaei said Tehran has been exchanging messages with Washington through regional mediators.
He also said Iran’s revised seven-stage diplomatic proposal could be implemented in full within two days.
Baqaei stressed that progress towards restoring security in the Strait of Hormuz depends on Washington ending its naval blockade and addressing Tehran’s demands, particularly sanctions relief and the release of frozen Iranian assets.
