Jharkhand signs agreement to develop revenue intelligence system within six months

Ranchi, Oct 29 (UNI) The Jharkhand Commercial Taxes Department on Thursday signed an agreement with Choice Consultancy Services Private Limited to develop an Integrated Revenue Intelligence System (IRIS) aimed at strengthening revenue collection and detecting potential tax evasion.
The agreement was signed under the department's CT-MIS project in the presence of Finance and Commercial Taxes Minister Radha Krishna Kishore at Project Building in Ranchi.
Commercial Taxes Commissioner-cum-Secretary Amit Kumar said the system would integrate information technology applications and online portals of various state departments to enable coordinated analysis of revenue-related data.
The proposed system will use Business Intelligence (BI) and Artificial Intelligence (AI)-based tools to identify potential tax evasion and revenue losses. Information generated through the system will help the concerned departments initiate action in accordance with applicable rules, he said.
The project envisages integration of portals and databases linked to GST, mining, transport, land registration, property tax, labour cess, trade licences and electricity billing, among others. The integration will be carried out through application programming interfaces (APIs).
The system is scheduled to be developed within six months, followed by implementation and operation for three years.
Kishore said the state needed to strengthen its own revenue resources amid what he described as financial losses arising from central government policies. He estimated the state's overall financial loss at around Rs 22,000 crore, including approximately Rs 14,000 crore due to the Mines and Minerals (Development and Regulation) Act and around Rs 4,000 crore each due to GST reforms and reduced allocations under the rural employment programme.
He said the agreement marked an important step towards improving revenue collection, inter-departmental coordination and transparency in the state's revenue administration.
Representatives of Choice Consultancy Services and senior Commercial Taxes Department officials attended the programme.
