Karnataka Legislature House set for agenda showdown

Bengaluru, Sept 20 (UNI) The Karnataka Legislature's three-day sitting beginning Monday is set to open with a battle over the scope of the House, with the government seeking to keep the proceedings focused on drought, farmers' issues and the Kasturirangan report, while the Opposition is preparing to push a wider range of issues onto the floor.
The government has decided to devote the September 21-23 sitting primarily to the drought situation and the Kasturirangan report, with the short duration cited as the reason for dropping Question Hour and Calling Attention proceedings.
Deputy Chief Minister G Parameshwara has appealed to the Opposition to cooperate in a comprehensive discussion on drought relief and the assistance to be sought from the Centre, rather than viewing every issue through a political lens.
But the Opposition has made it clear that it does not intend to be bound by the government's proposed agenda, turning the sitting into a test of how far the executive can determine what the Legislature discusses.
Legislative Council Opposition Leader Chalavadi Narayanaswamy has maintained that the House belongs to its members and the government cannot dictate what legislators should discuss. He has indicated that the BJP will seek to raise the allegations concerning PWD Minister Satish Jarkiholi and demand his resignation.
In the Assembly, Opposition Leader R Ashoka has also sought a wider discussion, arguing that three days are inadequate to deal with the range of issues confronting the state. He has sought more time to discuss matters including drought relief, the Kasturirangan report and other issues concerning the government.
This puts the spotlight on the Speaker and the Business Advisory Committee, which will have to balance the government's demand for a focused sitting with the Opposition's insistence on wider discussion.
The Assembly rules provide avenues for members to seek discussion on matters of urgent public importance, including an adjournment motion subject to the Speaker's consent and prescribed conditions. Members can also raise matters through Zero Hour, again subject to the rules and the Speaker's permission.
The emerging contest, therefore, is not merely over which issues get discussed, but over who ultimately determines the breadth of the House's business.
The Opposition's position is that while the government can place a programme before the Legislature, members cannot be prevented from raising matters of public importance through procedures available under the rules.
The government, meanwhile, is stressing the urgency of drought and farmers' distress and the need to devote the limited sitting to the Kasturirangan issue. The official programme currently lists the September 21-23 sitting as an adjourned meeting (special session) of the 10th Session of the 16th Assembly.
The Business Advisory Committee meeting scheduled before the commencement of the sitting assumes significance against this backdrop. The meeting is expected to decide the allocation of time and shape the programme of business, offering the first indication of whether the government's tightly defined agenda will hold.
The Speaker's handling of the competing demands could ultimately determine the character of the three-day sitting — whether it remains a narrowly focused discussion on drought and Kasturirangan or opens up to the wider issues the Opposition wants to bring before the Legislature.
