Kerala plans 10-year master plan for road development

Thiruvananthapuram, Oct 1 (UNI) Kerala has launched the process of preparing a 10-year master plan for road development, covering major junctions, flyovers, new bypasses, road widening and other infrastructure requirements.
A special committee has been constituted to scientifically assess the existing road and bridge network, evaluate future traffic requirements and prepare a comprehensive, prioritised list of development projects, Public Works Department Minister P K Basheer has said.
The committee will identify roads and bridges requiring upgradation and improvement and prioritise projects based on traffic demand, existing road capacity, connectivity, future urban development and structural safety.
It will also examine the development potential of major junctions, including junction improvement works, flyovers, new bypasses and road-widening projects, and prepare a comprehensive list and implementation framework.
A. Shajahan IAS (retd) will head the committee as Chairman, while PWD Additional Secretary V R Vinod will be the Convenor. Chief Engineers of the Roads, Bridges and Design wings of the PWD, the Managing Director of the Kerala State Transport Project, and representatives of the Kerala Highway Research Institute, NATPAC and the Transportation Engineering Department of the College of Engineering, Thiruvananthapuram, are members of the committee.
The panel will examine the traffic situation at major junctions and assess the need for measures to ease congestion. The priorities will be fixed after examining the available studies and reports.
The committee will also formulate criteria for classifying projects into major, medium and minor categories in consultation with the Kerala Highway Research Institute.
Road safety will be given special importance. The committee will prepare a separate list of major road safety interventions, with pedestrian safety also being a key consideration.
It will also make recommendations on road furniture, its maintenance and road beautification.
The committee is required to submit its report to the government within two months of commencing its work. Based on the recommendations and after completing the necessary technical and administrative procedures, the identified projects will be taken up by the Kerala Road Fund Board.
The Board will coordinate subsequent stages, including project preparation, approval, implementation and monitoring. The Kerala Highway Research Institute will provide technical support to the committee.
Further action on the projects will be taken after the government examines the committee's report.
The initiative is aimed at moving from a project-by-project approach to a comprehensive 10-year priority framework based on traffic requirements, road safety, connectivity and future development needs, including junction improvements, flyovers and bypasses, the Minister said.
