Kinnaur Admin issues SOPs for Safe and Regulated Border Tourism

Reckong Peo, Jun 24(UNI) Following the landmark announcement by Chief Minister Sukhvinder Singh Sukhu to open the Indo-Tibet border at Shipki-La Pass for tourists the Kinnaur district administration on Monday issued Standard Operating Procedures (SOPs) to ensure smooth, safe, and regulated access to this high-altitude region.
The move marks the first time since independence that Indian tourists are being allowed to visit this strategically significant and scenic border point.
Presiding over a meeting at the Deputy Commissioner’s Office Auditorium in Reckong Peo, Deputy Commissioner Dr. Amit Kumar Sharma laid out mandatory guidelines for visitors planning to explore Shipki-La and nearby Rani-Kanda’s Khana Dumti region.
Dr. Sharma informed that border tourist spots will remain open only until 2 pm daily, and every tourist must carry an Aadhaar card or valid identity proof. Photography or videography of military equipment or installations will be strictly prohibited.
“Border tourism must be aligned with national security. Tourists should be respectful, disciplined, and cooperative,” he said.
He also directed departments to ensure proper road maintenance, installation of signboards, smooth communication networks, and continuous power supply to support tourism in these remote regions.
Sensitive areas will be monitored, and arrangements will be strengthened ahead of the anticipated tourist surge.
The administration has sought cooperation from the Army, ITBP, and local panchayats to responsibly manage tourism.
The meeting was attended by Superintendent of Police Abhishek Shekhar, ADM Pooh Narayan Singh Chauhan, SDM Kalpa Amit Kalthaik, Executive Engineer (Electricity) Tashi Chhodup Negi, and officers from the Indian Army and ITBP.
Earlier in the day, Revenue and Horticulture Minister Jagat Singh Negi described the moment as historic, noting the vital role played by Kinnaur’s residents in supporting the Indian Army long before roads existed.
He called on the Centre to resolve the Indo-China border dispute and proposed using border tourism, trade, and the Mansarovar Yatra via Shipki-La as tools of diplomacy and regional development.
With high temperatures sweeping across the northern plains, Himachal’s border valleys, snow-covered peaks, and peaceful landscapes are now attracting a growing number of long-stay tourists looking to explore new frontiers beyond traditional hill stations.
