Lallu slams Odisha Government for allotting only 11.25 percent reservation to SEBC students in Higher Education

Bhubaneswar, May 22 (UNI) Odisha Congress in-charge Ajaya Kumar Lallu on Thursday criticized the BJP-led state government for providing only 11.25 percent reservation to SEBC (Socially and Educationally Backward Classes) students in higher education.
Addressing the congress leaders and workers at a 24-hour dharna organized by the Odisha Congress, which demands 27percent reservation for OBC students in both education and employment, Lallu claimed the 11.25percent quota in education was designed to confuse and marginalize the OBC community.
He further pointed out that Scheduled Castes (SCs) and Scheduled Tribes (STs) have been granted only 20 percent reservation in fields such as technical, medical, and engineering education.
Lallu alleged that these communities have been completely ignored by the state government and warned that if the 54percent backward class population of Odisha rises to demand its rights, the government will be compelled to implement proper reservation policies.
Pradesh Congress Committee President Bhakta Charan Das attributed the Central Government’s hasty decision to conduct a caste census to pressure from Congress leader Rahul Gandhi.
He stated that Prime Minister Narendra Modi, Union Home Minister Amit Shah, and Uttar Pradesh Chief Minister Yogi Adityanath have all strongly opposed the caste census.
Das said the BJP had labeled the caste census an "urban Naxalite idea," accusing it of being an attempt to divide the country.
However, he emphasized that the Mandal Commission report had already led the Manmohan Singh government to provide 27percent reservation to OBCs in education and employment.
Condemning the Mohan Majhi-led state government, the Odisha Congress President criticized it for neglecting OBC students and offering only 11.25percent reservation in higher education.
He reiterated the Congress party’s demand for 27percent reservation in education for OBC and SEBC students, as well as 27 percent reservation in employment for unemployed youth from these categories.
Das further called for a special drive to compensate OBC and SEBC individuals who have lost opportunities due to lack of proper reservation implementation.
According to the government’s 2015 directives, 38.75percent reservation should be provided in technical and practical education for SC and ST students.
Das also insisted that reservation policies should extend to private educational institutions, in accordance with Article 15(5) of the Constitution.
He called for the revival of the SC-ST, OBC and Minority Finance Corporation and proposed the creation of a corpus fund of Rs.5,000 crore. This fund should provide concessional loans at low interest rates to entrepreneurs from OBC communities.
Several Congress leaders expressed the view that a caste-based census is essential to ensure equitable representation and opportunities for marginalized groups.
They affirmed that the Congress party will intensify its agitation across the state until the government agrees to implement 27 percent reservation for OBC students in higher education, including medical and engineering fields, as well as in public sector jobs.
