LS Speaker calls for increasing Legislatures' efficiency by adopting innovations like AI

Dharamshala, June 30 ( UNI) Lok Sabha Speaker, Om Birla today called for making legislatures more efficient by managing resources and adopting innovations such as Artificial Intelligence (AI).
He said that sharing of best practices, innovations and technology among legislatures strengthens democratic institutions and noted that the use of AI will bring legislative bodies closer to the public and better meet the expectations of the people.
Birla said if every public representative adopts best practices and uses technology effectively, he can better address the challenges of his constituency and fulfill the aspirations of the people.
He urged the public representatives to increase efficiency and transparency in legislative work and underscored that positive discussions and presenting well-thought-out arguments enhance the reputation of both the individual and the institution.
The Lok Sabha Speaker made these remarks while inaugurating the Annual Conference of the Commonwealth Parliamentary Association (CPA) India Region, Zone-II, at Tapovan, Dharamshala today.
Referring to Prime Minister Narendra Modi’s “One Nation One Legislative Platform” initiative, Birla expressed confidence that Parliament will create a common platform for all state Legislatures in the near future, which will facilitate smooth exchange of information on legislative debates, budget and other legislative initiatives.
He said the initiative will lead to healthy competition among state Legislatures and promote federalism and innovation, which will ultimately benefit the people.
Referring to the digital initiatives being taken in Parliament, he said it is extensively using AI to enhance efficiency in parliamentary work. He also said that Parliament, as the central legislature, has the responsibility to share these modern technological tools with the State Legislatures to promote transparency, accountability and good governance.
Birla said the government should ensure good governance and social welfare to improve the lives of all citizens, especially those from the marginalized sections. He also said that it is also the duty of the legislators and legislative bodies to bring positive socio-economic changes in the lives of the people by fulfilling the responsibilities entrusted to them by the public.
The Speaker emphasised that the expectations of the public from their elected representatives should be fulfilled through courteous conduct and effective governance. He also said that legislative bodies should discuss key issues like development schemes, infrastructure, environmental protection, adopting modern methods for progress.
Shri Birla emphasised that elected representatives, from Gram Panchayats to Municipalities and State Assemblies, should make their institutions centres of dialogue, innovation and excellence. He said that the more there is constructive debate and dialogue, the more empowered the institutions will be and will be able to achieve the goal of economic and social transformation. Shri Birla also said that India is the largest democracy in the world, with immense diversity, hence the responsibility of making democratic institutions more effective, transparent and innovative also lies on India. Quoting Dr. B.R. Ambedkar, Shri Birla said that the success of any constitution or institution depends on the conduct of its members and followers. He also mentioned that it is necessary to strengthen the legislative institutions and maintain their dignity by promoting debate and dialogue, which will increase the credibility of both the institutions and the representatives.
Talking about the glorious democratic heritage of Himachal Pradesh, he mentioned that the first Conference of Presiding Officers was held in Shimla in 1921, which was a watershed moment in the direction of democratic reform.
Earlier Chief Minister of Himachal Pradesh, Sukhvinder Singh Sukhu , said that this conference was a significant initiative towards strengthening democratic institutions, enhancing legislative processes, fostering democratic dialogue, and promoting regional co-operation
The Chief Minister stated that for the first time in the history of Himachal Pradesh, an attempt was made to overthrow a democratically elected government. However, the Speaker of Vidhan Sabha took a lawful stance and disqualified the concerned MLAs. He stressed the importance of the Anti-Defection Law in safeguarding democracy and said, “The State Vidhan Sabha has passed a Bill to stop the pensions of disqualified legislators, which was currently awaiting the Governor’s approval.” UNI AR SSP
