Maharashtra CEO flags ECINET constraints, seeks restoration of ERO powers amid SIR row

Mumbai, Sep 29 (UNI) Maharashtra's Chief Electoral Officer S. Chockalingam has written to the Election Commission of India (ECI) seeking changes to its ECINET software and restoration of greater operational flexibility for Electoral Registration Officers (EROs), amid controversy over the ongoing Special Intensive Revision (SIR) of electoral rolls.
In the communication, Chockalingam raised concerns over the rigid software parameters that could constrain the statutory powers of local EROs and create difficulties during verification of electoral records.
The Maharashtra CEO has sought four changes from the poll panel, including a software option allowing EROs to exempt senior citizens and persons with disabilities from mandatory physical hearings where valid supporting documents are available.

Broadening document acceptance beyond the rigid list of 13 official proofs to protect nomadic, tribal, and homeless populations from disenfranchisement.
Ensuring that decisions regarding roll discrepancies and objections remain with local EROs rather than getting stalled by central software restrictions. Replacing arbitrary verbal or informal instructions with comprehensive, transparent written guidelines.

The developments come amid protests by opposition parties in Maharashtra over the SIR exercise and allegations concerning large-scale deletions from electoral rolls. The allegations have been disputed and the revision process is ongoing.
The state election machinery has meanwhile stepped up voter outreach, organising special weekend camps at polling stations to facilitate corrections to electoral records and registration of first-time voters.
Under the revised schedule, claims and objections can be filed until Oct. 12, 2026, while their final disposal is scheduled for Nov. 10. The final electoral roll is due to be published on Nov. 16, 2026.
The SIR is aimed at reviewing and updating electoral rolls, with election authorities examining existing entries and claims for inclusion or correction.
