Manipur bodies discuss talks to resolve crisis

Imphal, June 30 (UNI) A collective delegation of Civil Society Organisations (CSOs) from Manipur held a "significant and extensive" meeting with senior officials of the Ministry of Home Affairs (MHA) today in New Delhi.
A 19-member delegation representing three civil societies of Manipur took part in the meeting. Pratap Leishangthem, Secretary General, AMUCO, Khurayam Athouba, Convenor, COCOMI and B.M. Yaima Shah, President, FOCS said in a joint statement that the meeting commenced at 11:30 AM and continued for over three and a half hours.
The 19-member delegation, comprising representatives from COCOMI, AMUCO, and FOCS, engaged in an in-depth dialogue with A.K. Mishra, Advisor (Northeast), . Rajesh Kamble, Joint Director, Intelligence Bureau, and other senior officials from the MHA.
During the meeting, the Manipur delegation emphasised a set of key priority issues concerning the ongoing crisis in Manipur. A phased and time-bound roadmap was discussed to address the crisis and to find lasting and sustainable solutions.
The delegation unequivocally reaffirmed its uncompromising stance on any initiative that could undermine the territorial integrity of the state. This principle remains sacrosanct to every Manipuri. The delegation stressed the urgent need to ensure free movement for all, emphasising that it is not only a fundamental right and a constitutional obligation of the government, but also an essential first step toward restoring peace in the state. A phased and time-bound plan for the resettlement of Internally Displaced Persons (IDPs) to their original places of habitation was discussed, with a target for completion within this year, it was added.

The delegation reiterated the necessity of implementing a National Register of Citizens (NRC), or a similar mechanism, to effectively address the issue of illegal immigration.

A clear stance was expressed against any extension of the Suspension of Operations (SoO) agreements with militants without a prior, comprehensive, and amicable understanding among all stakeholders within the state.

MHA officials were urged to conduct future rounds of dialogue with the delegation in Imphal.

The delegation conveyed its willingness to participate in future meetings with all stakeholders, provided such initiatives serve the larger interest of restoring lasting peace and normalcy in the state.

The long-pending enquiry report on the Gwaltabi incident was highlighted for immediate attention. Troops of 4 Mahar Regiment had stopped a media team and asked to remove the word Manipur from a government vehicle.

A memorandum regarding urgent concerns over farmers’ security and safety was submitted to the Union Home Minister through MHA officials. Concerns over the recent MHA directive to detect illegal immigrants within a 30-day timeframe were discussed, emphasizing the need for proper mechanisms and safeguards were also raised.

A detailed report on the construction of a 343 km-long illegal road along the Churachandpur–Kangpokpi axis was also submitted for necessary investigation and intervention.
MHA officials assured the delegation that the matters raised are being seriously considered and will be forwarded to the appropriate authorities for necessary action and approvals. Outcomes and follow-up developments are expected in the coming days. UNI NS SSP
