Meghalaya: Cabinet clears closure of state-owned MCCL cement plant

Shillong, Oct 13 (UNI) The Meghalaya Cabinet today approved the closure and winding up of Mawmluh Cherra Cement Limited (MCCL) following years of unsuccessful efforts to revive the state-owned cement plant.
This decision was arrived after the government settled the dues of MCCL employees under its commitment to provide financial relief to the workforce.
To complete the winding-up process, Chief Minister Conrad Sangma said the Cabinet has also approved the write-off of pending liabilities, including approximately Rs. 8.9 Crore in sales tax dues and Rs. 15.53 Crore in royalty dues.
As part of the closure process, the government disbursed Rs. 98.25 crore to 201 employees of the MCCL under the Voluntary Retirement Scheme and Voluntary Separation Scheme.
The cement plant, set up in the early 1960s in the limestone-rich region of Sohra by Assam government, was rechristened as MCCL following the creation of Meghalaya in 1972.
The state government initiated the winding-up process in late 2023 after efforts to revive or privatise the facility failed to provide a viable path forward.
For decades, MCCL served as a symbol of industrial development and provided employment to generations of workers and their families.
Despite its legacy and the availability of limestone in the region, MCCL struggled to remain competitive as private cement manufacturers expanded their operations.
Successive attempts to revive the unit, backed by substantial government investment, failed to restore sustainable production
Sangma said the decision to wind up MCCL will simplify the process and facilitate the closure of the company without any additional financial burden on the State government.
The shutdown marks the end of a defining era in Meghalaya’s industrial journey, silencing a state-owned plant that once carried the hill region's aspirations for economic self-reliancSangma said the government plans to redevelop the vacant factory site into an eco-tourism and cultural hub.
He said the proposed redevelopment aims to leverage Sohra’s natural landscape to promote sustainable tourism, generate employment, and create opportunities for local entrepreneurs towards community-led economic development. UNI RRK SS
