Newly established JK4C to adopt victim-centric approach

Srinagar, Sept 18 (UNI) The newly established Jammu and Kashmir Cyber Crime Coordination Centre (JK4C) will adopt a victim-centric approach to tackling cybercrimes in the union Territory, with a primary focus on financial frauds and providing timely assistance to victims.
The newly established JK4C will serve as the nodal cybercrime coordination agency for the union Territory, tasked with coordinating efforts to prevent, detect and investigate cybercrimes across Jammu and Kashmir. The centre is headed by Sheikh Junaid Mehmood, who is serving as its first Chief Executive Officer (CEO).
Senior Superintendent of Police, J&K Cyber Crime Coordination Centre, Mohammad Yaseen Kichloo, said the centre has been established exclusively to deal with cybercrime complaints and coordinate efforts aimed at preventing, detecting and investigating such offences across Jammu and Kashmir.
He said the JK4C has been structured on the pattern of the Indian Cyber Crime Coordination Centre (I4C), the national-level nodal agency that coordinates cybercrime-related efforts across the country. The new centre will work in close coordination with the national cybercrime framework.
Addressing a press conference Kichloo said the JK4C has several specialised verticals, including a Cyber Operations Wing, Cyber Investigation Wing and an Online Crime Against Women and Children (OCWC) wing. The Cyber Operations Wing will operate the 1930 helpline, through which citizens can register complaints relating to cybercrime, with complaints being forwarded to the concerned police station.
“The Cyber Investigation Wing will have investigating officers responsible for taking up cybercrime cases, while the OCWC wing will exclusively deal with online crimes against women and children. A woman officer has also been appointed to handle complaints involving child sexual abuse material and other related cases,” he said.
The officer said each wing would have its own accountability mechanism, with senior-level supervision to ensure that complaints are dealt with effectively. He said around 90 per cent of the cybercrime complaints received relate to financial frauds, making quick intervention and coordination with banks particularly important.
SSP Kichloo said the system would also help victims whose bank accounts or funds have been frozen during cybercrime investigations. Following inquiry, accounts or amounts found not to be connected with wrongdoing can be released as per the applicable procedure.
He urged citizens who fall victim to cyber fraud to immediately contact the 1930 helpline, stressing that timely reporting can help prevent the money from being transferred further. He cited an instance in which a couple from Kashmir was alerted in time after reporting a digital-arrest scam, helping them avoid financial loss.
Explaining common methods used by cyber fraudsters, Kichloo said criminals often exploit fear or greed. In digital-arrest scams, fraudsters create a sense of urgency by impersonating police officials and threatening victims with legal action. In other cases, victims are lured through investment or cryptocurrency schemes promising unusually high returns.
He said banks and other agencies have also adopted proactive measures, including the use of artificial intelligence to identify unusual account activity and possible mule accounts.
The JK4C, he said, would combine preventive and reactive measures to protect citizens, while also providing mechanisms for grievances and recovery of funds following inquiry and, where required, through police or magistrate intervention.
