Manipur Information Commission observes RTI Week 2026

Imphal, Oct 5 (UNI) The Manipur Information Commission on Monday inaugurated the Right to Information (RTI) Week Celebrations 2026 at the auditorium of the Directorate of Information and Public Relations (DIPR), Nityaipat Chuthek, with a call for greater public awareness and effective implementation of the RTI Act.
Speaking at the inaugural function, Principal Secretary (AR/Transport) RK Dinesh Singh stressed the need to increase public awareness about the RTI Act to strengthen transparency, accountability and public participation.
He said the seven-day RTI Week would conclude on October 12, which will mark the 21st anniversary of the implementation of the RTI Act, 2005. The Act was passed in June 2005 and came into force on October 12 of the same year.
Dinesh Singh said the RTI Act aims to enable citizens to access information, promote transparency and accountability, curb corruption and strengthen democracy.
He called for increasing the number of RTI applications in Manipur and regularly assessing the number of applications received and the effectiveness of implementation.
He also stressed the importance of proactive disclosure by public authorities to reduce the workload of Public Information Officers (PIOs).
Greater awareness among both information seekers and public authorities, he said, would help minimise misunderstandings and strengthen transparency and accountability.
Delivering the welcome and keynote address, State Chief Information Commissioner Koijam Radhashyam Singh said the RTI Week was being observed to create greater awareness about the legislation among the public.
He described the RTI Act as an important legislation empowering citizens and emphasised that the right to information is a fundamental right requiring an effective mechanism for its enforcement.
Referring to Section 4 of the Act, Radhashyam Singh said public authorities are required to maintain and computerise records to facilitate citizens' access to information.
He highlighted the principle of maximum disclosure with minimum exceptions and stressed the importance of understanding Sections 8, 9, 10 and 11 of the Act.
He said greater openness, transparency and accountability in government functioning could help reduce corruption, mismanagement and misuse of public resources while strengthening democratic governance.
The programme also featured workshops on "Strengthening the Right to Information in Manipur, from Transparency to Accountability" by advocate Dr Ch Narendra Singh and "Proactive Disclosure under Section 4 of RTI Act 2005; Building a Transparent and Citizen Centric Government in Manipur" by Joint Secretary of the Manipur Information Commission G Shantikumar Kabui.
