Bail pleas of all nine accused in Chorbagan stampede case rejected

Kolkata, Oct 31 (UNI) The Bankshal Court on Saturday turned down the bail pleas of all nine persons arrested in connection with the Chorbagan Durga Puja pandal stampeded in which 19
people were killed.

Eight of those arrested have been remanded to judicial custody till November 13. The judicial remand of the remaining accused has been extended till November 6.

The arrests were made after the October 17 tragedy on the grounds of security lapse and negligence in the discharge of duties.
Meanwhile, a special inquiry committee summoned 16 people, including two deputy commissioners of police, to Writers’ Buildings as part of its investigation into the incident.

The accused were arrested on charges of lapses in security arrangements, failure to control the crowd and negligence in the discharge of their responsibilities.

Investigators have alleged that despite a huge turnout of visitors at the Chorbagan pandal, adequate security and crowd-management arrangements were not in place. Members of the puja committee as well as private security personnel were responsible for managing the situation, but several lapses in the discharge of their duties have been alleged.

According to the allegations, the puja committee had entered into an agreement worth Rs 5 lakh with a private security agency. The prosecution has informed the court that the investigators were also in possession of documents relating to the agreement.

Questions have also been raised over the nature of announcements made at the pandal. It has been alleged that the announcements were made in a manner that triggered panic among visitors. As a large number of people tried to leave the premises at the same time, the situation became more serious.
Meanwhile, the lawyers representing the accused have demanded that the role of the artists associated with the puja as well as that of the police be examined to determine responsibility for the incident. They argued that the accused alone could not be held responsible for the tragedy and that the role of everyone concerned at the time of the incident should be brought under the purview of the investigation.
Meanwhile, the special inquiry committee has summoned 16 people, including Deputy Commissioner of Police Central Praveen Prakash and Deputy Commissioner of Police East Arindam Sarkar to Writers’ Buildings to ascertain the complete sequence of events on the day of the incident.

The committee is now examining where the security arrangements fell short, who was responsible for crowd management and what led to the loss of lives in the tragic Chorbagan incident.
