Bihar SIR conducted as per rules, in transparent manner: Samrat

Patna, Sep 27 (UNI) Bihar Chief Minister Samrat Choudhary said on Sunday the Special Intensive Revision (SIR) of electoral rolls in the state was conducted in accordance with prescribed rules and in a transparent manner, rejecting allegations raised by opposition parties over the exercise.
Addressing a press conference at the ''Samvad'' hall of the Chief Minister's Secretariat here, Choudhary said the SIR process was carried out from June 24 to July 25, 2025, during which details of voters on the electoral rolls were verified.
He said entries relating to deceased persons, people who had permanently shifted from their registered places of residence and voters enrolled at more than one location were verified during the exercise.
The Chief Minister said adequate provisions were made for filing claims and objections in cases where the eligibility of any person was in question.
Referring to the earlier revision of electoral rolls, Choudhary said an SIR had also been conducted in 2003 when Rabri Devi was the Chief Minister, and another exercise was undertaken in 2025 when Nitish Kumar was Chief Minister.
He alleged that opposition parties were creating confusion in the name of SIR and said their allegations were not supported by facts. The Election Commission had made the 2003 electoral rolls available online so that eligible voters could verify their old particulars, he added.
Choudhary said voter details were verified on the basis of documents prescribed for the exercise. He also referred to the Supreme Court's directions under which Aadhaar was accepted as an identity document, while clarifying that Aadhaar does not constitute proof of citizenship.
Referring to questions raised by Congress leader Rahul Gandhi and RJD leader Tejashwi Prasad Yadav over the SIR, the Chief Minister said the Election Commission had already clarified its position on the issues concerned.
He said that if an eligible person's name had been left out of the electoral roll or there was any genuine grievance, it should be brought forward through the prescribed mechanism.
"There is a complete provision for raising claims and objections," Choudhary said, adding that electoral grievances could be taken up with the Election Commission as well as through the judicial system.
He said political parties had every right to express their views in a democracy, but their allegations should be supported by facts and evidence. The SIR exercise, he maintained, was completed across Bihar in accordance with the prescribed rules.
Choudhary also stressed that electoral rolls were dynamic documents and were periodically updated to include newly eligible voters and make necessary deletions or corrections due to deaths, migration and other reasons.
Turning to broader political issues, the Chief Minister said development had accelerated in the country under Prime Minister Narendra Modi's leadership. He accused the opposition of lacking substantive issues and attempting to create confusion among people.
He highlighted housing and other welfare schemes being implemented by the Centre and the state, saying poor and disadvantaged families were benefiting from government programmes. "People are the masters in a democracy, and they choose their representatives through their right to vote," Choudhary said, urging political parties to approach the electorate with public-interest issues and place their views before the people in a factual manner.
