Bihar on alert amid heavy rain forecast, districts asked to step up preparedness

Patna, Sep 26 (UNI) Bihar has been put on heightened alert in view of heavy rainfall in the catchment areas of the Gandak River in Nepal, with authorities directing vulnerable districts to intensify monitoring and keep rescue and relief resources ready.
The Chief Secretary Pratyaya Amrit held a high-level emergency review meeting this forenoon at the Disaster Management Department and issued the directions.
Officials said special vigilance was being maintained in border districts and areas linked to the Gandak, Bagmati and Kosi river systems in view of the prevailing weather and river conditions.
Principal Secretary, Disaster Management Department, Santosh Kumar Mall, Secretary, Water Resources Department, Chandrashekhar Singh and district magistrates of Sitamarhi, West Champaran, East Champaran, Sheohar, Vaishali, Gopalganj, Saran, Madhubani, Darbhanga, Samastipur, Muzaffarpur, Saharsa, Supaul, Madhepura, Katihar, Khagaria and Begusarai participated in the meeting through video conferencing.
Authorities have been directed to closely monitor river water levels and flow, low-lying areas, embankments, villages along riverbanks, bridges, culverts and road connectivity in vulnerable areas.
Although a decline has been recorded in the water level of the Kosi River, districts located along the river have been asked to remain vigilant, officials said.
The National Disaster Response Force (NDRF) and State Disaster Response Force (SDRF) have been directed to remain on alert. District administrations have also been asked to keep boats, life jackets, rescue equipment and other essential resources ready for immediate deployment.
Officials have been instructed to ensure advance warnings reach people in potentially affected areas through public-address systems and to evacuate residents to safer locations in time if the situation warrants.
The Chief Secretary also directed district administrations, police, the Water Resources Department, Disaster Management Department and other agencies to maintain close coordination and communication.
All available resources are being kept on standby or in active mode so that rescue and relief operations can be launched immediately if required, officials said.
Amrit directed district magistrates to regularly brief elected representatives and the public through press conferences and ensure that rumours do not cause unnecessary panic.
The state government is closely monitoring the situation, while people requiring emergency assistance can contact the Disaster Management Department''s toll-free helpline 1070, officials said.
