Delhi to intensify ‘No PUCC, No Fuel’ drive from Oct 1, construction curbs from Nov 1

New Delhi, Sep 28 (UNI) The Delhi government will intensify enforcement of its “No PUCC, No Fuel” policy from October 1, with a city-wide campaign covering all 500 fuel stations equipped with automatic number plate recognition (ANPR) cameras as part of its winter air-pollution action plan, officials said on Monday.
The move will be accompanied by action against defaulting fuel pumps and an awareness campaign to ensure motorists carry valid Pollution Under Control Certificates. Vehicles without valid PUC certificates can face a fine of Rs 10,000 under existing provisions, according to the measures announced by the government.
The enforcement drive will precede a series of tighter measures planned for the winter months.
Restrictions on dust-generating demolition and outdoor civil construction will also begin on November 1, followed by a complete ban on construction and demolition activities from December 10 to January 20, said officials during a media briefing.
From November 1, parking charges at authorised parking sites will be doubled, while government offices will adopt staggered timings. Government and private offices will also be required to have 50 per cent of their workforce work from home between November 1 and February 28.
The plan also seeks to reduce vehicular emissions by promoting public transport. A campaign to encourage use of the Delhi Metro Sarthi App will run from October 1 to 10, with download camps planned with RWAs and public representatives. Officials said last-mile connectivity is available at all 228 Metro stations, while Delhi’s bus fleet has risen to 6,840, including 5,088 e-buses.
At pollution and traffic hotspots, public representatives will conduct field inspections with officials, RWAs, traders and traffic police. Forty-two hotspots have been rectified, with eight more targeted by October. One-way traffic and decongestion trials will also be undertaken at select locations.
The government will simultaneously step up action against open waste burning and industrial pollution, with ward-level monitoring teams, 334 enforcement teams and an AI-enabled command and control centre planned.
The restrictions under Delhi’s winter action plan were announced after a meeting held at Paryavaran Bhawan on Monday, chaired by union Environment Minister Bhupender Yadav in the presence of Delhi Chief Minister Rekha Gupta and Delhi Environment Minister Manjinder Singh Sirsa.
“Clean air remains a year-round priority for the Delhi Government. Focused action is being taken across major sources of pollution through strict enforcement, continuous monitoring and coordinated efforts across departments,” CMO Delhi said in a post on X.
