CBDT tightens TDS reporting for property purchases from non-residents; new rules from Oct

New Delhi, Sep 23 (UNI) The Central Board of Direct Taxes (CBDT) has notified new rules laying down a detailed TDS reporting framework for resident individuals and Hindu Undivided Families (HUFs) buying immovable property from non-resident sellers, with the changes taking effect from October 1.
The Income-tax (Fifth Amendment) Rules, 2026, notified on Tuesday, amend the Income-tax Rules, 2026 and have been issued under Section 533 read with Sections 395(4)(a) and 397(3)(a) and (b) of the Income-tax Act, 2025.
The amendments bring transactions covered under Section 393(2) into the relevant TDS compliance framework where a resident individual or HUF is required to deduct tax at source on consideration for transfer of immovable property.
