Barapullah-lll traffic congestion exposes planning & design gaps under AAP rule; PWD to review & provide relief: Minister

New Delhi, Oct 7 (UNI) Delhi PWD Minister Parvesh Sahib Singh on Wednesday said the traffic congestion on Barapullah Phase- lll has brought to the fore the serious questions regarding its planning, design and execution which was done during the previous AAP regime.
The traffic situation since its inauguration has exposed critical issues at the points where multiple traffic streams converge, he said, adding that if the vision of the previous government had been broader and future looking, such issues would not exist.
He informed that the project was approved in 2014 and construction commenced in April 2015, with an original target of completion in 2017, but it was delayed for several years.
The planning, design and major execution decisions for the project were taken during the previous AAP Government led by Arvind Kejriwal, and the present traffic situation has raised questions about whether future traffic growth and integration with surrounding corridors were adequately factored into the design, he said.
At critical points, traffic from different directions converges into fewer lanes, creating a bottleneck during peak hours. The recent joint assessment by PWD and Delhi Traffic Police has identified the merger point as a key area requiring intervention.
“A project of this scale has to be planned not only for the traffic of today, but also for the traffic of the coming years. The design and major planning decisions belong to the earlier period. Today, the shortcomings are visible on the ground. Our responsibility is to identify them honestly and correct them,” the minister said.
He said the issue was not limited to the road in question itself, and that the interaction of Barapullha with DND Flyway, NH-24, Ring Road, RRTS connectivity, Sarai Kale Khan and the surrounding railway and metro network, has created a much larger integrated traffic movement.
The Minister said the objective now is to ensure that the infrastructure is able to perform effectively.
The Minister said that the project’s prolonged delay, cost escalation and arbitration-related payments need to be examined together.
The Minister said that the PWD is working with Delhi Traffic Police on immediate resolution measures, including better utilisation of available road space, improved lane channelization and smoother movement between Sarai Kale Khan, Ring Road and ITO.
Notably, the Delhi government is also coordinating on the issue of Google Maps route mapping, as the opening of the new corridor has substantially changed traffic patterns in the area.
As part of the proposed traffic-management measures, PWD is examining a dedicated U-turn on Ring Road in front of the Gurudwara to provide direct access to the Old Barapulla approach road, which will help reduce congestion, and allow residents of Siddharth Extension to directly take Old Barapullah towards Lajpat Nagar, INA and AIIMS, without unnecessary diversion or wrong-side movement.
