ECI orders suspension of two UP Election Officers, directs statewide voter roll audit

New Delhi, Nov 1 (UNI) The Election Commission of India (ECI) has ordered the immediate suspension of two Electoral Registration Officers (EROs) in Uttar Pradesh over alleged irregularities in the electoral rolls of the Pilibhit Assembly constituency and directed a comprehensive re-examination of voter lists across the state to identify possible discrepancies in the addition, deletion and modification of electoral entries.
In a letter dated October 31 to the Uttar Pradesh Chief Electoral Officer (CEO), the Commission named Mayank Goswami and Hemant Chaudhary, the two EROs responsible for the 127-Pilibhit Assembly constituency, and directed the state authorities to place them under suspension with immediate effect. It has also sought their chargesheets for examination and made it clear that neither officer should be reinstated without its prior approval.
The action follows the Commission's examination of a report submitted by the Uttar Pradesh CEO on October 24, in response to its communication dated October 23, regarding alleged irregularities in the preparation and maintenance of the electoral rolls in Pilibhit.
Taking a serious view of the alleged lapses, the Commission has further directed the authorities to invoke Section 198 of the Bharatiya Nyaya Sanhita (BNS), 2023, in the First Information Report (FIR) already registered against the two EROs and Anil Kumar, a computer operator at the Voter Registration Centre (VRC). The cases have been directed to be pursued rigorously before the competent court to ensure that the proceedings reach their logical conclusion.
The Commission has also sought a detailed report from the District Election Officer (DEO), Pilibhit, on the scrutiny of electoral rolls in all four Assembly constituencies of the district. The report, along with specific comments from the CEO, must be submitted within a week of the October 31 communication.
Separately, the Uttar Pradesh CEO has been asked to submit an action-taken report within three days against the VRC computer operator, Anil Kumar, besides providing details of the roles and responsibilities of five Assistant Electoral Registration Officers (AEROs) associated with the Pilibhit constituency.
In a significant move extending the scrutiny beyond Pilibhit, the Commission has directed all District Election Officers and Electoral Registration Officers across Uttar Pradesh to thoroughly re-examine the electoral rolls under their respective jurisdictions. The exercise will focus particularly on entries involving additions, deletions and modifications processed through Forms 6, 7 and 8.
Form 6 is used for the inclusion of names of eligible new voters, Form 7 for objections to proposed inclusions and applications for deletion of names, and Form 8 for corrections and modifications in existing electoral entries, including changes in particulars.
The statewide exercise is intended to establish whether applications under these prescribed forms were properly received, verified and processed, and whether any unauthorised or irregular changes were made to the electoral rolls. The Commission's directions also signal that accountability will extend beyond computer operators to officials responsible for supervising and ensuring the integrity of the voter registration process.
The latest intervention underscores the ECI's concern over the accuracy and credibility of electoral rolls, which form the foundation of the electoral process. By ordering the suspension of the two EROs, seeking action against the computer operator and five AEROs, and extending scrutiny to every district in Uttar Pradesh, the Commission has made clear that alleged irregularities in voter registration will be treated as a matter of institutional accountability.
It has directed the state election machinery to ensure strict compliance with all its instructions. UNI SKA NST AAB
