Delhi Police bring back fugitive rape accused from Abu Dhabi after Red Corner Notice

New Delhi, Nov 5 (UNI) In a major international operation, the Delhi Police has brought back a 38-year-old Kerala man from the United Arab Emirates, nearly 10 months after he allegedly sexually assaulted his female colleague at a hotel in the national capital and fled the country to evade investigation. The accused, who had been declared a proclaimed offender and was subsequently placed under an Interpol Red Corner Notice, was extradited from Abu Dhabi and brought to Delhi on Wednesday.
The accused, identified as Sajeer Palli Mooppan alias Sajeer PM, a native of Kannur in Kerala, was working as a manager with a private company.
Special Commissioner of Police (Law and Order) Devesh Chandra Srivastava announced bringing back the fugitive at a press conference on Thursday, describing it as the outcome of coordinated efforts by multiple Indian agencies and their international counterparts.
According to the police, the alleged sexual assault took place in October 2025 following an employee's birthday celebration at a lounge in Punjabi Bagh.
The accused allegedly offered alcohol and intoxicating substances to his female colleague before taking her to a hotel in Karol Bagh, where he sexually assaulted her. The woman initially reported the incident to the company's management, following which its Internal Complaints Committee (ICC) initiated proceedings under the Prevention of Sexual Harassment (POSH) Act.
However, the accused allegedly ignored repeated notices issued by the committee and subsequently stopped reporting for work. He left India for the UAE on January 5, even as the matter was yet to be investigated by the police. The victim subsequently approached Karol Bagh police station in February, leading to the registration of a case and a formal investigation.
As the accused remained outside the country, the police declared him a proclaimed offender in July and initiated the process for securing an Interpol Red Corner Notice to facilitate his tracing and arrest abroad.
Srivastava said the operation involved close coordination between the Delhi Police, the Central Bureau of Investigation (CBI), the union Home Ministry, the Ministry of External Affairs and the Bureau of Immigration.
"Consequently, extensive efforts were made, and we sought assistance from the INTERPOL wing of the CBI," he said, underlining the importance of pursuing offenders who attempt to escape the law by taking refuge overseas.
A three-member Delhi Police team, comprising Inspector Kapil, Sub-Inspector Sandeep and the investigating officer, Sub-Inspector Kajal, travelled to Abu Dhabi, secured custody of the accused and escorted him back to India on Wednesday evening.
The Special Commissioner also highlighted the role of Bharatpol, the platform facilitating international police cooperation through the CBI's Interpol wing.
It enables Indian law enforcement agencies to coordinate with foreign police authorities, exchange information and pursue fugitives operating across national borders.
"The CBI's INTERPOL wing maintains coordination with foreign police authorities, and by leveraging such mechanisms, all necessary documentation was provided, and every query was addressed. It is through the collective effort of all these agencies that this successful extradition was made possible," he said.
Emphasising that geographical boundaries would not shield offenders from legal action, Srivastava said the Delhi Police remained committed to tracking down accused persons who flee the country to escape criminal proceedings.
He also credited DCP (Central District) Rohit Rajbir Singh, ACP (Karol Bagh) Shivam and the investigation and extradition team for their efforts.
Describing the operation as an example of the government's 'whole-of-government' approach to tackling crime, he said inter-agency coordination had strengthened India's ability to pursue fugitives abroad.
The accused will now be subjected to further interrogation as the investigation progresses and will face legal proceedings in the case, police said.
