ECI suspends 6 officials over supervisory lapses at Agra re-poll stations

New Delhi, Oct 26 (UNI) The Election Commission of India has ordered the immediate suspension of six officials, including three police personnel, over serious supervisory lapses during a re-poll at two polling stations in Uttar Pradesh’s Agra Division Teachers’ Constituency of the Legislative Council, holding them accountable for failing to ensure effective supervision and maintain proper control at and around the polling stations.
In a letter dated October 26 to the Chief Electoral Officer of Uttar Pradesh, the Commission said it had examined a report submitted by the Divisional Commissioner, Agra, who is also the Returning Officer for the constituency. The report, dated October 25, dealt with the re-poll at polling stations 20, 21 and 26.
Expressing serious concern over the findings, the Commission observed that officials entrusted with supervisory responsibilities had failed to discharge their duties effectively. “With utmost concern, the Commission has observed that the officers entrusted with supervisory responsibilities failed to ensure effective supervision and maintain proper control within and in the vicinity of the polling stations,” the letter stated. It added that such dereliction of duty by officers in supervisory positions was viewed seriously and “cannot be condoned”.
Three officials deployed at polling station number 21, located in Room No. 1 of the Kshetra Panchayat Office in Saiyan, have been ordered to be suspended. They are O P Chak, Sector Magistrate and District Khadi and Village Industries Officer, Agra; Inspector Harisharan Singh of the Crime Branch, who was serving as the Sector Police Officer; and Sub-Inspector Sandeep Kumar of Etmaddaula police station, Agra.
At polling station number 26, located in Room No. 1 of the Kshetra Panchayat Office in Fatehabad, the suspended officials are Vishal Rathore, Sector Magistrate and Regional Forest Officer, Fatehabad; Inspector Purushottam Pal, Additional Inspector, Fatehabad, Agra; and Sub-Inspector Sumit Tyagi of Ekta police station.
The Commission has also directed the authorities concerned to issue charge sheets to all six officials. Draft charge-sheets must be submitted to the ECI for vetting within 10 days of the issuance of the letter, before they are formally served on the officers.
In a further measure, the Commission has ordered disciplinary proceedings against five other polling officials, comprising two presiding officers and three polling officers, as well as 16 police personnel deployed at polling stations 21 and 26. The police personnel include five head constables and 11 constables. The proceedings are to be initiated in accordance with the findings and recommendations of the Divisional Commissioner’s report and the applicable service rules.
The ECI has sought an immediate compliance report from the Uttar Pradesh authorities detailing the action taken on its directions.
The action reinforces the Commission’s emphasis on accountability among officials responsible for the conduct of elections, particularly those tasked with supervising polling arrangements and maintaining order at polling stations. However, the letter does not specify the precise incidents or circumstances that led to the reported lapses, referring instead to the findings and recommendations contained in the Divisional Commissioner’s report.
