Parliamentary Affairs Ministry achieves zero pendency in public grievances, deepens push for digital governance

New Delhi, Sep 16 (UNI)The Ministry of Parliamentary Affairs has reported zero pendency in identified public grievances and pending grievance appeals while advancing a broader administrative reform agenda focused on cleanliness, efficient record management, paperless governance and optimal utilisation of office space under Special Campaign 5.0, the government said on Wednesday.
The initiatives, undertaken from October 2025 to August 2026 and sustained through the campaign period, underline the Ministry’s efforts to integrate Swachhata, digital transformation and environmentally responsible practices into routine administrative functioning.
The campaign’s preparatory phase, conducted from September 15 to 30, 2025, involved identifying pending references, reviewing official files and listing redundant materials and electronic waste. Subsequently, the Ministry achieved 100 per cent disposal of identified public grievances and pending public grievance appeals, bringing pendency in both categories down to zero.
The Ministry also undertook measures to improve record management, weeding out or closing 172 files. The exercise helped streamline official records and release valuable office space for more effective use. Obsolete materials and e-waste were disposed of in accordance with prescribed environmental guidelines, reinforcing the campaign’s sustainability objectives.
Digital governance constituted a central pillar of the Ministry’s administrative initiatives. The continued use of e-Office and e-HRMS supported efforts to reduce dependence on physical documentation and improve the efficiency of internal processes. Alongside this, the Ministry pursued wider adoption of the National e-Vidhan Application (NeVA) by State Legislatures.
NeVA supports paperless legislative functioning through digital management of legislative documents and proceedings. Its expansion is aimed at reducing paper consumption, strengthening administrative efficiency and encouraging environmentally sustainable practices across legislative institutions.
To facilitate the timely resolution of pending legislative matters, the Ministry coordinated with Ministries, Departments and State Legislatures on issues relating to Parliamentary Assurances, matters raised under Rule 377 and other legislative references. Follow-up communications were also undertaken with State Legislatures to accelerate their transition to the NeVA platform and promote greater adoption of digital legislative processes.
The Ministry maintained regular cleanliness drives, inspections and monitoring by senior officers to ensure that campaign objectives were achieved and the standards established during the initiative continued to be observed. These measures were intended to embed cleanliness and administrative discipline within regular office operations.
Information about campaign activities and achievements was disseminated through social media platforms to increase public awareness of the objectives and progress of Special Campaign 5.0.
The government said the campaign had reinforced the Ministry’s focus on timely disposal of pending matters, effective record management, digital governance, cleanliness and responsible utilisation of institutional resources. By extending the initiatives into routine functioning, the Ministry sought to ensure that the gains made through the campaign would be sustained beyond its designated implementation period.
