UIDAI simplifies Aadhaar date-of-birth correction paperwork, eases requirement for details of old documents

Panchkula, Oct 6 (UNI) The Unique Identification Authority of India (UIDAI) has simplified paperwork for correction of date of birth in Aadhaar, removing certain requirements for applicants to furnish details of documents submitted during earlier enrolment or update exercises, while retaining stringent safeguards against repeated changes and fraudulent claims.
The changes have been introduced through a corrigendum to the annexures of UIDAI's Standard Operating Procedure (SOP) for Date of Birth update in Aadhaar, originally issued on Dec. 24, 2025.
The corrigendum, officially uploaded by UIDAI on Sept. 28, states that the annexures have been amended “so as to do away with the requirement of furnishing details of previously submitted documents.”
The amendment does not replace the underlying SOP or open the door to unrestricted changes in the date of birth recorded in Aadhaar. UIDAI has said the amendments will form an integral part of the Dec. 24, 2025 SOP, while its remaining provisions will continue unchanged.
One significant change concerns the affidavit prescribed for adults whose date of birth is already recorded as verified in Aadhaar.
Earlier, an applicant was required to state not only the date of birth recorded in Aadhaar but also the document on which the earlier entry was based. Under the amended form, that particular requirement to identify the previously submitted document has been removed.
The revised declaration simply requires the applicant to state the earlier recorded date of birth. For supporting the correction request, the applicant can provide a birth certificate or a corrected version of the earlier submitted document, with the latter required to be part of the existing list of valid Proof of Date of Birth (PDB) documents.
A similar change has been made for children. The earlier affidavit required a parent or guardian to state the child's recorded date of birth and the document on which it had been based. The revised clause requires the earlier recorded date of birth but removes the requirement in that clause to specify the underlying document.
UIDAI has also amended self-declaration forms used in operator-error cases.
In specified clauses, the earlier requirement to provide the Enrolment ID (EID) through which a document had been submitted has been deleted.
The changes extend to affidavits concerning cases where invalid documents or false information had previously been used.
The revised wording no longer requires applicants in the specified clause to furnish particulars such as the document number, date and EID of the invalid document; instead, it requires an acknowledgement that an invalid document was submitted as proof of date of birth or false information was provided.
Despite the procedural simplification, UIDAI has retained tight restrictions on changing the date of birth in Aadhaar. The underlying SOP says an individual can have only one date of birth and that under normal circumstances there should be no need to change it in the Aadhaar database.
It identifies three broad situations in which correction may become necessary: where an existing date is declared or approximate and needs to become verified; where an error by an operator or Aadhaar number holder resulted in an incorrect entry; and where a wrong date had earlier been reported using false or fraudulently obtained documents and the holder now seeks correction through verifiable evidence.
UIDAI's official current guidance also says a date of birth can ordinarily be updated only once, with further changes allowed only under exceptional circumstances.
The SOP describes a birth certificate as the legal proof of date of birth and says that once one has been submitted as the PDB document, no further date-of-birth update should normally be considered.
A birth certificate is mandatory for enrolment of children below five. For resident Indians below 18 seeking to convert a declared or approximate date into a verified date, a birth certificate is required. NRIs below 18 may submit either a birth certificate or an Indian passport.
Where a birth certificate had already been submitted and the date subsequently needs correction in exceptional circumstances, UIDAI requires a corrected birth certificate bearing the same Birth Registration Number (BRN) and issued by the same registrar, along with the prescribed affidavit.
Submission of another document, a birth certificate carrying a different BRN or one issued by a different registrar would lead to rejection of the request in such a case. Where a verified date had originally been based on another PDB document, an adult may in exceptional circumstances submit a corrected version of the same document or a birth certificate along with an affidavit.
If the earlier document is no longer included in the current list of valid PDB documents, only a birth certificate is admissible.
The rules become more stringent when an Aadhaar holder seeks another date-of-birth correction after already making one update since enrolment. Such a subsequent update will be processed only on submission of a birth certificate where the earlier proof was not a birth certificate, or a corrected birth certificate with the same BRN and registrar where a birth certificate had been used previously.
The prescribed affidavit must also accompany the application. This provision applies irrespective of age to Indian residents and NRIs. UIDAI has also provided a mechanism for cases in which an Aadhaar holder claims that an operator entered the date incorrectly.
If the date appearing in Aadhaar differs from the date shown in the PDB document previously submitted, and the applicant now wants Aadhaar changed to the date appearing on that earlier document, the SOP treats it as an operator-error case.
Where the earlier document remains a valid PDB document, it may be used again. If it is no longer valid or the Aadhaar holder no longer possesses it, the request may be considered on the basis of a prescribed self-declaration. UIDAI will check the document submitted at the time of enrolment or update to establish whether an operator error actually occurred.
The SOP takes a tougher approach where a wrong date of birth was obtained through false or fraudulently obtained documents. UIDAI says such Aadhaar holders will be provided one last opportunity to correct their date of birth. Aadhaar may be deactivated when such a case comes to light and considered for reactivation when the request is accompanied by genuine, online-verifiable proof of date of birth and the prescribed affidavit.
The SOP further states that, depending upon the circumstances, an FIR may also be lodged against the Aadhaar holder or, in the case of a child, the parent or guardian.
In cases where a person enrolled in the 0-5 age category subsequently seeks a correction that would establish that they were actually over five at the time of enrolment, UIDAI treats the situation as a case of fraud because the person would have been enrolled without the biometrics applicable to the older age group.
Such an update request can be rejected, Aadhaar may be deactivated or omitted, and legal action may be initiated against the Aadhaar holder — or the parent or guardian in the case of a child — as well as an Aadhaar centre operator found to have colluded.
A similar provision applies where somebody enrolled in the 5-18 age category seeks a correction that would establish that they were actually above 18 at enrolment. Such requests can be rejected and Aadhaar may be deactivated, with legal action possible depending on the findings.
The revised adult affidavit also requires an applicant to undertake that if a document submitted as proof of date of birth is found to be fraudulent, false, forged or non-genuine, or the applicant was not entitled to that document, the Aadhaar number may be deactivated under Regulation 28 of the Aadhaar (Enrolment and Update) Regulations, 2016, and the applicant may face prosecution under applicable law.
The corrigendum was issued by Tushar Kumar Rakshit, Deputy Director (E&U-II). It says the amendments take effect from the date of issue, while all other portions of the Dec. 24, 2025 SOP remain unaltered.
