Haryana announces Rs 15,000 festival advance for Class IV staff, excludes contractual workers

Panchkula, Oct 14 (UNI) The Haryana government on Wednesday sanctioned an interest-free festival advance of Rs 15,000 for eligible Class IV employees for 2026-27, but excluded contractual workers, daily wagers and work-charged staff from the benefit, according to an order issued by the Finance Department.
The advance will be available to permanent and temporary Class IV regular government employees who apply by October 24 and are expected to remain in service for at least another 10 months.
The government has fixed October 30 as the deadline for drawing and disbursing the amount. The order, issued on October 14 by the Additional Chief Secretary, Finance Department, stipulates that the advance will be recovered in 10 equal monthly instalments of Rs 1,500 each.
Temporary employees will be required to furnish the surety of a permanent government employee to secure repayment. The government has imposed several eligibility restrictions.
Where both spouses are government employees, only one will be entitled to the advance. Employees under suspension or facing proceedings under Rule 7 of the Haryana Civil Services (Punishment and Appeal) Rules, 2016, will not qualify. The order also bars parent departments from sanctioning the advance to Class IV employees serving on deputation with other government departments, corporations or local bodies.
Drawing and disbursing officers (DDOs) have been directed to verify eligibility and ensure full recovery before sanctioning the advance. Any officer found sanctioning the benefit to an ineligible employee will face action under the applicable rules.
The Finance Department has further warned that misuse of the advance will attract penal interest at 10 per cent.
