Name transfer will happen automatically after registration of properties in UP

Lucknow, Oct 26 (UNI) Important initiatives are being taken to make property-related processes in Uttar Pradesh more transparent, simple, and technology-based. In this regard, a review meeting of the Stamp and Registration Department was held under the chairmanship of the Chief Secretary here on Monday.
The meeting discussed in detail the creation of a unique property ID, verification of ownership records at the time of property registration, automatic mutation after registration, online authentication of records, cyber tehsils, and Section 34 of the Revenue Code.
Regarding the Unique Property ID system, it was explained in the meeting that different departments are working to identify and manage records of various types of properties in the state.
A Khasra number-based Unique Property ID is available for agricultural land, while a 13-digit Unique Property ID, or Gharonee, is also being developed for inhabited land.
The Housing and Industrial Development Departments are also developing Unique Property IDs for properties within their jurisdictions.
According to information presented by the Urban Development Department, 34.70 lakh properties had been registered on the e-NagarSeva portal in the municipal bodies of 75 district headquarters of the state and a 17-digit unique property ID was being created for them.
It was also informed in the meeting that ID creation has been done in 75 out of 71 municipal bodies on the e-Nagar Seva portal and 56.57 lakh properties are registered on the portal.
The process of developing a unique property ID for urban properties under the Maps project was also a focus of the review.
Ten municipal bodies have been selected as pilots for this project.
Five of these bodies—Gorakhpur Municipal Corporation, Jhansi Municipal Corporation, Nawabganj Municipal Council (Barabanki), Hardoi, and Chitrakootdham—will implement the unique property ID for both the e-NagarSeva and Maps systems.
It was clarified at the meeting that the Maps project aims to create an Urban Property Card for each property, which will help verify legal ownership.
The 17-digit ID from the e-NagarSeva portal is used for property tax assessment and collection.
To coordinate between the two portals, direct API integration has been implemented between the state-level e-NagarSeva database and the central-level Maps database.
This will facilitate real-time verification of records and facilitate automatic transfer of property ownership after property registration.
The target for completion of work in the selected 10 municipal bodies of the map has been set as December 31, 2026.
Given the crucial role of ownership documents in property purchases and sales, the meeting also discussed the identification of valid records.
Khatauni and Gharonee have been identified as valid records for prima facie proof of property sale rights in rural areas.
It was decided that the Urban Development, Housing and Urban Planning, and Industrial Development departments should also identify valid records for verifying property sale rights in their respective jurisdictions.
The Housing and Urban Planning Department stated that the process of approving building maps is initiated only after ownership has been determined.
Ownership documents for land or property allotted by development authorities, councils, and other institutions are available in their records.
Documents such as allotment letters, registries, sale deeds, and lease deeds are valid evidence of ownership in these cases.
The meeting emphasized the need to establish a committee and develop standard operating procedures (SOPs) to streamline the process of online authentication, updating, and integration of revenue records.
According to the decision, the process to be followed in case of record disputes or unavailability of relevant documents will also be clarified.
A committee chaired by the Inspector General of Registration, Uttar Pradesh, has been formed on October 5, 2026. Competent officials from the Revenue Council and the Revenue Department will also be included as members.
The committee will submit its report to the Revenue Council, after which the Revenue Department will develop the necessary standard operating procedures.
Other departments have also been asked to ensure the development of SOPs at their own level. Officials from the Stamps and Registration Department will be involved as needed. This will help develop a clear process for verifying and updating property records across various departments.
A key topic of the meeting was the implementation of a system for automatic name transfer after property registration. Pilot entities under various departments will be selected for this purpose.
The Revenue Department will select a few revenue villages, the Urban Development Department will select at least one municipal body, and the Industrial Development Department will select the Yamuna Industrial Development Authority or another suitable industrial development authority.
The Housing and Urban Planning Department has selected the Lucknow Development Authority. The selected entities will be linked to the Stamps and Registration Department's system via API.
